President Tebboune and Strategic Autonomy

BY: Dr. Hana Saada

ALGIERS- Algeria is back. This statement, often proclaimed, has never been more tangible than during the years of President Tebboune’s presidency. Over the months, Algeria’s voice has grown louder, its diplomacy more assertive, and its international presence more pronounced.

The resurgence of Algeria coincides with its disruptive nature on the global stage. One cannot exist without the other. Amid the illusion of power that the former regime indulged in for two decades, the harsh reality of international power dynamics worked against the emergence of a vocal, visible, and patriotic Algeria. Algeria had become a paper dragon, barely capable of gesturing and self-soothing with delusions of grandeur.

Since the advent of the “New Algeria,” embodied by the deliberately assertive style of a President firm on principles, courageous in positions, and pragmatic in actions, Algerian diplomacy has shattered the shackles of inertia. From reactive, it has become proactive, disregarding the “what will they say” mentality. By ingratiating itself with Western and Eastern powers, Algeria failed to attract foreign direct investment, commitments, recognition, strategic alliances, and, dare I say, the respect it deserves as a nation.

Certainly, some criticisms have emerged. Epidermic. Nervous. Confrontational. Presidential diplomacy has not been understood in its essence, let alone in its long-term vision.

In an era of power assertion, where flexing muscles is a necessity rather than a posture, defending a country’s survival, sovereignty, and maneuverability is not an easy task.

From Arab summits to international gas forums, including various international events, even sporting ones like the Mediterranean Games or the African Nations Championship, these episodes have served as stops to mark Algeria’s geometric difference and to reposition Algeria on the world map.

And the more Algeria reclaimed its vital space, the more adversity rose in hostility towards our country and its President.

A leader who accepted the imbalance to impose his vision. As precisely stated by a Moroccan novelist: “Diplomacy always fails when the balance of power is equal. We have never seen a stronger party accept the diplomatic proposals of the other.”

This external adversity, amplified by the inertia’s proponents internally, those infamous lobbies and pressure groups, who do not want to see a single project initiated or completed, a single reform successful, no change enacted, and no dynamic engaged.

They merely want immobility, and above all, they want Algeria to settle for the backseat offered by global geopolitics, without a word, without protest, and without raising the tone.

Pushing the boundaries of the possible in international relations requires a certain finesse and a strong dose of bravery. Going against the mainstream that protects the Zionist entity, in the name of preserving humanity in Palestine, is a way of not renouncing our revolutionary DNA based on freedom and justice.

Standing tall at the UN against those who ask us to remain silent—for our own sake—is an act of defiance against asymmetrical diplomacy. Being strong only with the strong has become an accepted creed.

In conclusion, President Tebboune has never sought superficial international prestige but has possessed a single guiding principle. A single marker that now appears in broad daylight: Algeria’s strategic autonomy.

A constant quest for strategic autonomy in energy, food, water, military, industry, or infrastructure. In the current changing world, a state with a constitution, a flag, and borders is not completely immune to disappearance.

A people who cannot have their food, water, ports, rail, ore, defense, and their own innovative capacity cannot survive as an entity. And President Tebboune’s diplomatic activism has been guided only by this obsession to protect both: the Algerian people and the Algerian state.

So that Algeria completes the attributes of its independence and is self-sufficient. Far from any pressure or blackmail. Far from any servility or vassalage. Even if it means walking on a tightrope. Respect comes at this price.
