ALGIERS- The Algerian government is steadfast in its commitment to achieving widespread adoption of electronic payment methods across the country. In pursuit of this goal, two key ministries are working in tandem to delineate the strategy and parameters of this initiative.
A consultative meeting, chaired by the Minister of Finance, Laâziz Faïd, and the Minister of Post and Telecommunications, Karim Bibi-Triki, alongside the Governor of the Bank of Algeria (BA), Salaheddine Taleb, was held in Algiers on Thursday, as announced by the Ministry of Finance in a press release.
During this gathering, discussions focused on defining the conditions and means for the successful implementation of mobile payment operations. To ensure the achievement of this objective, all banks and Algeria Post have been integrated into the process, the statement added.
The meeting also addressed proposals regarding the regulatory framework for the development of electronic payment methods, as well as the authentication of platforms for payment service providers (PSPs), as explained by the Ministry of Finance in its communication. Participants included the President of the Professional Association of Banks and Financial Institutions (Abef) and its General Delegate, as well as directors-general from the Ministry of Finance, officials from the Society for Interbank Transactions Automation and Monetics (Satim), and the Monetics Economic Interest Group (GIE Monétique). Directors-general from Algeria Post and Algeria Telecom also participated in this meeting, which falls within the framework of consultations initiated by the Ministry of Finance to address obstacles and find solutions to the challenges encountered thus far.
Minister Laaziz Faïd underscored the importance of “developing e-payment tools, as one of the government’s priorities,” emphasizing the “role of electronic payment in modernizing the banking system” during his address at the meeting.
Attendees exchanged their vision for the future of electronic payment in Algeria and formulated proposals for the success of the project. Minister of Post and Telecommunications, Karim Bibi-Triki, and Governor of the Bank of Algeria (BA), Salaheddine Taleb, also contributed to the discussions.
Progress in electronic payment adoption is evident in Algeria. In 2023, four million transactions were recorded on electronic payment terminals (EPTs), according to the Monetics Economic Interest Group (GIE Monétique), generating over 31.5 billion dinars. This marks a significant increase from 2022, where the number of transactions was 2.7 million, totaling 19.3 billion dinars. “Algeria possesses the capacity to rapidly develop mobile payment, a payment method that will address the delay in the widespread adoption of electronic payment terminals (EPTs),” stated Yacine El-Mahdi Oualid, Minister of Knowledge Economy, Startups, and Microenterprises, during his participation in a conference on “the government’s strategy for the development of financial technology and electronic payment in Algeria” last Tuesday.
With concerted efforts from relevant ministries and institutions, the Algerian government is poised to drive forward the integration of electronic payment systems, ushering in a new era of financial accessibility and convenience for its citizens.
