CapDel: development of the 1st municipal multi-risk prevention plan in Chlef

The first presentation of the Multi-Risk Prevention Plan (PPMR) of the model town of Ouled Ben Abdelkader, developed within the framework of CapDeL, Program for capacity building of local development actors, was presented on Thursday in Chlef.

This plan, produced by a group of Algerian experts in coordination with the local authorities and the wilaya, was presented in the conference room of the headquarters of the wilaya of Chlef, in the presence of representatives of the Ministry of the Interior, local authorities and land use planning.

Also present were the Resident Representative of the United Nations Development Program (UNDP) in Algeria, representatives of the Commission of the European Union (EU) in Algeria and the General Directorate of Civil Protection, and executives technical services of the pilot municipalities of Babar, Djamila, Messaâd, Djanet, Timimoun, El Kharoub, Ghazaouet, and Ouled Ben Abdelkader.

This project, encompassing a prevention and multi-sector management component of major risks at municipal level, aims to “strengthen the national system for managing major risks, at local level, with the aim of improving the resilience of territories in the face of environmental risks, while by guaranteeing the sustainability of local development projects, implemented at the regional level”, underlined the national director of the “CapDel” project, Mohamed Dahmani, in his speech on the occasion.

He explained that this strengthening implies, on the one hand, the integration of the dimension of environmental risks in municipal strategic planning, by upgrading risk prevention plans and “new generation” local development plans, supported by the CapDel program, at the level of its model municipalities, and on the other hand, the involvement of citizens and civil society in supporting local authorities in the implementation of local risk prevention systems and disasters and their management.

The multi-risk prevention plan of the municipality of Ouled Ben Abdelkader is the result of the local capacity support process, initiated three years ago by the CapDel program for the benefit of technical managers from different sectors concerned with disaster management (services techniques of the municipality, Civil Protection, sectoral directorates of the wilaya, and civil society).

This support took the form of the mobilization of foreign and national expertise, with a view to setting up a methodology and training a group of experts and trainers at both national and local levels, from different sectors. and levels of governance (Interior, Health, Energy, Environment, Agriculture, Industry, Housing, Civil Protection, and other executives of the municipality, daïra and wilaya), because any work of disaster risk prevention and management requires information, but also the cooperation and mobilization of all the actors and organizations concerned.

Since 2019, these Algerian experts and trainers have benefited from three (3) training sessions focused on the management mechanisms of major risk prevention systems.

The purpose of setting up this group of experts is to ensure the regular updating of the multi-risk prevention plan of the model commune of Ouled Ben Abdelkader, then its implementation in the rest of the communes of Chlef, before its generalization to other wilayas, through the provision of this technical expertise for the benefit of local authorities.
