ALGIERS- Minister of Energy and Mines, Mohamed Arkab, affirmed on Monday in the Ouled Djellal province that the electrification rate of agricultural perimeters in the country has surpassed 50%.
“Out of the 100,000 agricultural perimeters identified in Algeria, in coordination with the Ministry of Agriculture and Rural Development, over 56,000 perimeters are connected to the electrical grid, while another 14,000 will be connected by the end of the year,” Mr. Arkab specified during a press briefing organized in the agricultural zone of Noumeur, in the commune of Doucen, on the sidelines of the inauguration of the project to connect this zone to the electrical grid. The Minister, who was on an inspection and working visit in the Ouled Djellal province, emphasized that the connection of agricultural perimeters to the electrical grid “is part of the government’s policy and objectives regarding food security and support for national production.” He also recalled that the new provinces have benefited from several programs aimed at expanding agricultural areas and providing electrical energy to all farmers.
After presiding over the groundbreaking ceremony for an 80-megawatt photovoltaic solar power plant on an area of 160 hectares in the provincial capital, Mr. Arkab stated that this project, expected to be operational within 18 months, is “one of the most important energy projects in the region.” Once operational, it will be “a significant asset” for the province from an economic perspective, in general, and from an agricultural perspective, in particular. He added that his ministry is “working to provide electricity, in quantity and quality, to factories and business areas, especially in the new provinces, to avoid frequent power outages, especially during the hot season.”
During his visit to the Ouled Djellal province, the Minister of Energy and Mines also presided over the inauguration ceremony of a new medium-voltage departure point (30 kilovolts) and a project to connect the Lahouel zone (commune of Sidi Khaled) to the natural gas network. The Minister was accompanied by the Chief Executive Officers of the Sonelgaz Group, Mourad Adjal, and Naftal, Djamel Cherdoud, as well as the President of the Hydrocarbon Regulatory Authority, Rachid Nadil, officials from his ministry, and the wali of Ouled Djellal, Aïssa Aziz Bouras.
Creation of 4 Institutes Specialized in Mining Training
Furthermore, Minister of Energy and Mines, Mohamed Arkab, revealed in Biskra that 4 institutes specializing in mining will be established across the country. The Minister specified, on the second day of his working and inspection visit to this province, that his sector remains “in need of highly qualified manpower specialized in the mining field,” even though, as he recalled, there are training structures for engineers and higher technicians under the Ministry of Higher Education and Scientific Research. Therefore, it was decided to create 4 new institutes across the country, with the first one to be opened in the Biskra province. These new institutes, to be supervised and supported by the public industrial group Sonarem, will train graduates to “international standards” who will have completed their curriculum in collaboration with specialized foreign companies. Algeria is striving to provide high-level training in line with international standards in the mining field as part of its economic development.
Minister of Energy and Mines, Mohamed Arkab, presided over the ceremony for a 400/220 kV electrical transformer and a photovoltaic solar power plant in El-Ghrous (Biskra) on Monday evening, as part of a two-day working visit. Accompanied by the Chief Executive Officers (CEOs) of Naftal, Djamel Cherdoud, Sonarem (formerly Manal), Mohamed Sakhr Harami, the President of the Hydrocarbon Regulatory Authority, Rachid Nadil, and officials from his ministry, Arkab indicated, in a statement to the press, that with the construction of the solar power plant, the Biskra province will be among the largest producers of solar energy in Algeria, increasing electricity production capacity on one hand, and reducing gas consumption used for electricity production on the other. He added that thanks to the 400/220 kV electrical transformer, which will be one of the 12 most important transformation centers in the country, electrical current will be transformed, transported, and distributed in all cities of the Biskra and Ouled Djellal provinces.
In this context, Arkab noted that the efforts made for the realization of these various projects are aimed at supporting investment in the agricultural and industrial sectors, which are significant consumers of electricity. The solar power plant project, covering an area of 400 hectares and expected to be completed within a contractual period of 6 months, includes study, civil engineering, transportation, assembly, training, experimental operation, and connection to the electricity transmission network. It was explained to the Minister that the plant will be equipped with around 380,000 photovoltaic panels and 23 transformers.
