Municipal and wilaya codes: President Tebboune calls for the preparation of viable and modern proposals

The President of the Republic, Mr. Abdelmadjid Tebboune chaired, on Sunday, a meeting of the Council of Ministers during which he called for the preparation of viable and modern proposals concerning the municipal and wilaya codes, stressing the need to continue the reform of the local government sector.

During this meeting, President Tebboune emphasized “the need to pursue the reform of the local government sector, following a global and profound vision adapted to his presidential program, especially since the legal system governing local authorities is more suited to the major changes that the country is experiencing,” said a press release from the Presidency of the Republic.

He called, in this context, for the preparation of viable and modern proposals concerning the codes of the municipality and the wilaya, being the two constitutional institutions empowered to manage local and territorial communities.

President Tebboune also instructed to “take into account the specificity of each municipality, in terms of capacities and sources of income”.

During an extraordinary meeting of the Council of Ministers held on October 9, the President of the Republic had ordered to “proceed, without delay, with an in-depth revision of the municipal and wilaya codes to allow better performance and services to the up to the expectations of citizens, while defining responsibilities with precision”, insisting on the imperative “to draw up an in-depth study in anticipation of the overall revision of the local tax system”.

During the Government-Walis meeting held on September 24, President Tebboune announced “the creation of a commission which will immediately tackle the revision of municipal and wilaya codes with a view to further strengthening decentralization and create funding resources for communities”.
