Algeria: “Significant Achievements in Addressing Vulnerabilities: 2019-2023,” Says National Economic, Social, and Environmental Council

Algiers, Algeria | August 13th, 2024 — The National Economic, Social, and Environmental Council (CNESE) has unveiled a comprehensive report titled “Social and Human Development: Major Achievements and Challenges,” highlighting Algeria’s substantial progress in addressing vulnerabilities and advancing social equity from 2019 to 2023.

Increased Minimum Wage and Enhanced Social Benefits

The report outlines several key achievements in improving income and social benefits. One of the standout accomplishments was the increase in the national minimum wage (SNMG) from 18,000 DA to 20,000 DA per month in 2020. Additionally, government salaries saw a significant increase from 4,500 DA to 8,500 DA, implemented in two phases: January 2023 and early 2024. The revaluation of pensions and retirement allocations, effective from May 1, 2023, ranged from 3% to 5%, depending on pension levels. Legislative changes introduced new provisions ensuring that annual pension amounts will not fall below the annual SNMG, and additional allowances for retirees with a minimum of five years or 20 quarters of service.

Support for Disabled Individuals and Economic Integration of Women

The report highlights significant measures aimed at supporting disabled individuals and enhancing women’s economic opportunities. The Solidarity Allowance (AFS) for individuals with 100% disability was increased from 10,000 DA to 12,000 DA per month for those over 18 years old, and from 3,000 DA to 7,000 DA for those under 18. The number of AFS beneficiaries rose by 11%, reaching 1,034,410 in 2023, up from 930,008 in 2019.

Unemployment allowances, introduced in 2022 and initially set at 13,000 DA, were increased to 15,000 DA per month in January 2023. This initiative provided crucial support to unemployed individuals aged 19 to 40 and complemented various social solidarity programs.

Advancements in Women’s Economic Integration

Significant progress was made in integrating women into the national economy. Over 27,000 women benefited from microcredits, 27,549 accessed vocational training, and 137,849 female artisans created 84,993 jobs across 1,272 municipalities.

Development Projects in Underserved Areas

The report underscores efforts to address the needs of underserved regions, identifying 12,561 “shadow areas” across 1,361 municipalities, encompassing 6.8 million people. Development projects included:

  • Provision of potable water to 585,000 households.
  • Sewerage connections for over 300,000 households.
  • Electricity for more than 100,000 households.
  • Installation of 8,000 solar panels.
  • Supply of natural gas to over 200,000 households.

Improvements also extended to educational and healthcare infrastructure, with 104 new schools built, 1,000 schools renovated, 9,000 km of roads rehabilitated, 5,000 km of new tracks created, 149 new health centers established, and 510 existing centers renovated and equipped.

Enhanced Employment Opportunities and Social Coverage

The report noted a significant increase in job offers through the National Employment Agency (ANEM), with 439,508 positions available in 2023, up from 379,051 in 2021, reflecting a 15.9% increase. More than 554,000 beneficiaries were integrated into the job market through the Graduate Insertion Program (PID), including 320,000 through the DAIP initiative, across both public administrations and enterprises.

Efforts to support startups and entrepreneurship have also yielded positive results, contributing to an increase in social coverage rates to surpass 77% nationally, benefiting 30.2 million people in 2023 across both salaried and non-salaried systems.

This report highlights Algeria’s continued commitment to social and human development, marking significant progress in addressing vulnerabilities and enhancing the well-being of its citizens.
