Algiers, Algeria | September 3rd, 2024 — In Algeria, the availability of seafood, particularly sardines, has significantly declined during the biological rest period, leading to higher prices that are often unaffordable for many citizens. The biological rest period, a crucial time for marine species to recover, impacts the supply chain, making seafood products more scarce and expensive.
Selective Fishing and Its Impact
According to Chérif Kader, Director of Fishing and Marine Productions in the Boumerdès Province, the current availability of seafood is a result of selective fishing practices. Despite the ongoing biological rest period, some fishing vessels are permitted to operate in specific areas. “These products are fresh and come directly from fishing activities. However, during the biological rest period, only certain types of fishing are allowed, ensuring minimal impact on marine life,” Kader explained.
Kader also highlighted a 20% decrease in overall fish production in the first half of 2024, attributed primarily to climate change. This reduction has contributed to the rising prices of sardines and other seafood products. He anticipates that the reopening of fishing activities in October could lead to a better supply of small pelagic fish.
Alternative Supply Sources
The president of the Association for the Protection and Guidance of Consumers and Their Environment (APOCE), Mustapha Zebdi, has suggested several measures to address the shortage and high prices of seafood. Zebdi points out that during the biological rest period, seafood available in the market largely comes from aquaculture and artisanal fishing. He criticized the excessively high prices of sardines, which remained around 1,000 DA per kilogram during the summer despite favorable fishing conditions. Zebdi proposes increasing seafood imports, particularly from Mauritania, to enhance supply and lower prices, noting that Mauritania is a significant producer of seafood.
Market Reactions and Consumer Impact
A visit to the fish markets in Algiers and Boumerdès reveals a stark contrast between supply and demand. At the Algiers Fishery, vendors report a noticeable decline in customer numbers and an inability to sell their products despite the high prices. Ali, a local vendor, stated, “Sardines are priced at 1,000 DA per kilogram, with anchovies at 900 DA. Other fish and seafood range from 1,500 to 2,000 DA. The market stagnation is beyond our control; it’s driven by reduced supply.”
Consumers express frustration over the high prices. A resident of Réghaia lamented, “With my modest salary, I can’t afford even a kilogram of sardines. The prices of seafood have turned them into luxury items. Sardines are priced at 1,200 DA per kilogram, shrimp over 2,000 DA, and other fish range between 1,800 and 2,000 DA. This is unsustainable.”
Challenges and Proposals for Improvement
Fishing professionals cite several factors contributing to the price hikes, including the disorganization within the industry and a lack of investment. A fisherman from the Zemmouri port in Boumerdès explained that outdated vessels and insufficient modern equipment are significant issues. “Our fleet is mostly old, and we need to invest in new, large-tonnage boats with modern equipment to fish in international waters,” he said.
Although the biological rest period is intended to preserve marine species, some argue that its impact on production is minimal. “The sea is vast, and the designated rest areas are well-known. However, alternative fishing zones could be utilized to sustain our livelihoods,” the fisherman added.
