Algiers, Algeria | September 11th, 2024 — In response to the President’s directives, urgent measures are being implemented to assess damages, provide immediate relief to affected families, and restore key public services.
In a decisive move to address the aftermath of severe floods that have ravaged several regions of Algeria, Prime Minister Nadir Larabaoui convened a high-level government meeting on Wednesday. This meeting focused on evaluating and fast-tracking the compensation process for victims, alongside the rehabilitation of vital infrastructure. The floods, which have particularly devastated the wilayas of Béchar and Naâma, have left a trail of destruction, causing significant damage to roads, homes, and businesses.
A communiqué from the Prime Minister’s office underlined the government’s commitment to swiftly completing the urgent assessment of the losses incurred. The priority is to execute the President of the Republic, Abdelmadjid Tebboune’s directives, which emphasize the importance of providing immediate support to those affected by the natural disaster.
Comprehensive Government Response Plan
The government has outlined a comprehensive action plan, which includes not only the immediate compensation for flood victims but also the rapid restoration of damaged infrastructure, such as roads and public services, essential for the impending start of the school and university year. Prime Minister Larabaoui stressed the critical need to ensure the availability of construction materials and essential products in the affected areas, reinforcing the government’s commitment to rebuilding in the shortest possible time.
Moreover, the government is prioritizing the evacuation and temporary accommodation of displaced families to secure locations, ensuring their safety and well-being as efforts to restore normalcy continue. Immediate humanitarian assistance is being provided to address their urgent needs.
Floods Cause Extensive Damage in Béchar and Naâma
The regions of Béchar and Naâma have been hit hardest by the recent floods, with the most severe damage observed in Béni-Ounif, located 100 km north of Béchar, and Abadla, 88 km to the south. The overflowing rivers, or oueds, have led to extensive destruction of infrastructure, including major roadways, homes, and local businesses. The government’s plan to compensate victims and rehabilitate these areas is now in full force.
Budget and Legislative Priorities
In addition to the immediate response to the flood crisis, the government continued its examination of the draft law on budget regulation for the past fiscal year, as stipulated by the organic law on finance laws. The debate on this issue was initiated during the government’s meeting on August 7, 2024.
Measures to Improve Road Safety and Port Management
The government also addressed long-term infrastructural improvements, hearing a presentation on the progress of its port management strategy. The focus here is on reducing delays in the importation of goods, in line with President Tebboune’s instructions from the June 2024 Council of Ministers meeting. This initiative is vital for ensuring the country’s economic resilience and operational efficiency.
Additionally, the government examined a draft executive decree to amend road traffic regulations, first established in 2004. This amendment seeks to enhance road safety measures, safeguard the lives and property of citizens, and streamline administrative procedures for Algerians living abroad. The new regulations are expected to significantly improve traffic management and reduce accidents, marking a key step forward in the country’s ongoing efforts to protect its citizens and modernize its infrastructure.
Through this coordinated effort, the government is demonstrating its commitment to both immediate relief for flood victims and broader structural reforms that will enhance safety, resilience, and operational efficiency across Algeria.
