Algiers, Algeria | October 29th, 2024 — Algeria and Oman bolstered their cooperative ties with the signing of eight Memoranda of Understanding (MoUs) on Tuesday, during Algerian President Abdelmadjid Tebboune’s State visit to Muscat. The agreements were signed after extensive discussions between the two nations’ delegations, co-chaired by Sultan Haitham bin Tariq and President Tebboune.
The MoUs span multiple sectors, aiming to facilitate cooperation and strengthen partnerships that reflect shared goals in development and innovation. Three MoUs covering education, employment, and media were signed by Algeria’s Minister of Foreign Affairs, Ahmed Attaf, and his Omani counterpart, Badr Bin Hamad Albusaidi. In the financial services sector, Finance Minister Laaziz Faid and Omani Finance Minister Sultan bin Salem Al Habsi formalized their cooperation. Higher education and scientific research were also prioritized, with an MoU signed by Algeria’s Higher Education Minister, Kamel Baddari, and Oman’s Foreign Minister, Badr Bin Hamad Albusaidi.
Algeria and Oman are additionally focusing on areas that drive economic growth. An MoU related to the organization of exhibitions, events, and conferences was signed by Algerian Minister of Trade Tayeb Zitouni and Omani Minister of Commerce and Industry, Qais bin Mohammed Al Yousef. A separate agreement on investment promotion was concluded between the head of Algeria’s Investment Promotion Agency (AAPI), Omar Rekkache, and Minister Qais bin Mohammed Al Yousef. Environment and sustainable development received similar attention, with an MoU signed by Algeria’s Minister of Environment Fazia Dahlab and Oman’s Minister of Energy and Minerals, Salem Bin Nasser Al Aufi.
These agreements align with the longstanding cooperation between Algeria and Oman, as reflected by the Algerian-Omani Fertilizers Company (AOA Spa), a joint venture between Algeria’s Sonatrach and Suhail Bahwan Group. Since 2017, this plant in Bethioua (Oran) has produced over 2.4 million tons of urea and 1.35 million tons of ammonia annually, serving both local and international markets. The two nations are also exploring renewable energy, desert agriculture, the pharmaceutical industry, and mineral resources.
Sonatrach further reinforced its ties with Oman by signing an MoU in April with Oman’s OQ Exploration & Production to examine collaborative opportunities in hydrocarbon exploration and exploitation. Oman’s strategic ports in Salalah, known for its extensive maritime connections, and Duqm, which focuses on energy and mineral exports, are expected to become gateways for Algerian exports to Gulf, East African, and Asian markets. The Duqm region also boasts rich fish resources, positioning it as a potential hub for fish processing and aquaculture projects.
Oman’s ambition to lead in renewable energy technology, particularly green hydrogen, aligns closely with Algeria’s own vision of becoming a key player in Africa’s green energy sector, with production largely aimed at exports. To further enhance connectivity, the two countries are exploring the establishment of an airline route between their capitals, which would boost tourism and high-level economic exchanges.
These recent agreements, along with existing ones, reflect a shared commitment to deepening cooperation. Observers note that Oman could serve as a hub for Algerian goods bound for Gulf, East African, and Asian markets, while Algeria could facilitate Omani exports to Europe, the Maghreb, and sub-Saharan Africa. The visit of President Tebboune underscores the strong potential for Algeria-Oman collaboration, setting the stage for a robust partnership on regional and international issues. With these new tools and initiatives, the Algeria-Oman relationship is poised for significant growth.
