Algiers, Algeria | November 19th, 2024 — In a move reflecting President Abdelmadjid Tebboune’s commitment to national development and reform, Algeria unveiled its new government lineup on Monday, marking a pivotal moment in the administration’s agenda for a second presidential term. This announcement follows the recent adoption of the Finance Bill 2025 by the National People’s Assembly on November 13 and by the Council of the Nation on November 16.
A Government Rooted in Excellence and Competence
President Tebboune, who had emphasized the need for a “government composed of national competencies” during an October 5 interview, has stayed true to his vision. His statement, “This term will be an economic quinquennium par excellence,” underscores the focus on bolstering Algeria’s economic trajectory while addressing pressing national priorities.
Stability and Renewal: A Strategic Mix
The reshuffle sees the continuation of experienced ministers while introducing fresh faces to ensure a balanced and capable government. Prime Minister Nadir Larbaoui retains his position, alongside seasoned figures, such as Ahmed Attaf (Foreign Affairs), Brahim Merad (Interior), Mohamed Arkab (Energy and Mines), Laâziz Faïd (Finance), and Mohamed-Tarek Belaribi (Housing). These officials are entrusted with ensuring continuity and the fulfillment of the president’s strategic goals.
Simultaneously, the inclusion of dynamic new appointees signals a shift towards revitalization. Key newcomers include:
- Lotfi Boujemaâ as Minister of Justice, Keeper of the Seals,
- Mohamed Meziane as Minister of Communication,
- Mohamed Seghir Sadaoui as Minister of Education,
- Walid Sadi as Minister of Sports,
- Mustapha Hidaoui as Minister of Youth,
- Houria Meddah as Minister of Tourism and Handicrafts,
- Saïd Sayoud as Minister of Transport,
This injection of expertise aims to strengthen sectors deemed underperforming in the previous administration.
Structural Innovations: New Ministries and Delegations
The reshuffle introduces significant structural changes, including the creation of the Ministry of Environment and Quality of Life, led by Nadjiba Djelali, and two delegated ministries. Saïd Chanegriha takes on the role of Minister Delegate to the Minister of National Defense, while Fouad Hadji is appointed Minister Delegate to the Minister of Industry, tasked with Pharmaceutical Production.
Four new State Secretariats have also been established, such as:
- Sofiane Chaïb, overseeing the National Community Abroad,
- Selma Bachta Mansouri, managing African Affairs,
- Karima Taffer, focusing on Mines,
- Noureddine Yessaâ, specializing in Renewable Energy,
