Algiers, Algeria | December 24th, 2024 — In a declaration aimed at revolutionizing local governance, President Abdelmadjid Tebboune outlined his vision for addressing Algeria’s developmental needs during the Government-Walis meeting held on Tuesday at the Palace of Nations. The two-day conference, themed “Local Authorities: Catalysts for National Development”, marked a critical moment in redefining the role of local authorities as pivotal drivers of national progress.
Delivering the keynote address, President Tebboune emphasized Algeria’s strides in establishing a governance framework rooted in equity, transparency, and fiscal discipline. “We have successfully laid the foundation for a governance model that prioritizes fairness in development and rigor in managing public funds,” he affirmed.
A Call for Modernized Governance and Enhanced Local Empowerment
President Tebboune underscored the urgent need to modernize administrative systems and institutional structures, stressing the importance of aligning local development strategies with contemporary governance standards. He announced the installation of an expert commission tasked with drafting revised municipal and provincial codes. These reforms aim to dismantle administrative barriers and empower communes and wilayas as true pillars of local development.
“The time has come to review municipal and provincial laws to build democratic institutions that reflect the genuine will of the people, far removed from demagoguery, while granting local officials expanded powers,” the President declared.
In a detailed and transformative agenda, President Tebboune outlined key reforms:
- A comprehensive revision of municipal and provincial laws to redistribute responsibilities and ensure financial and economic equilibrium among communes.
- The establishment of a new financial institution dedicated to funding local development projects, enabling greater fiscal autonomy for communes and wilayas.
- Delegating certain public services to specialized local institutions, particularly in sanitation, accompanied by robust accountability mechanisms to ensure quality.
- Reinstating state management over specific structures and facilities to alleviate financial burdens on municipalities.
Development Priorities: Infrastructure, Resources, and Youth Empowerment
Addressing ongoing developmental challenges, President Tebboune directed local governors to adopt proactive measures for improving public services and infrastructure. He specifically called for:
- Accelerating the completion of unfinished building facades through innovative financing solutions.
- Prioritizing the allocation of land for small-scale professional activities to support artisans and entrepreneurs.
- Enhancing citizen engagement by creating accessible administrative channels, particularly for addressing the concerns of Algeria’s youth.
President Tebboune also highlighted the critical importance of integrating modern water resource management systems, including the operation of five new seawater desalination plants before Ramadan and expanding the use of treated wastewater for irrigation across all provinces.
A Stand Against Bureaucracy and for Digital Transformation
The President reiterated his firm commitment to eradicating bureaucratic inefficiencies that plague citizens’ daily lives. “Bureaucracy destroys the fabric of society. A comprehensive digital transformation is underway to ensure efficient service delivery and eliminate administrative bottlenecks,” he stated.
A Vision of Accountability and Protection for Local Leaders
Acknowledging the immense responsibilities shouldered by local officials, President Tebboune assured governors of state protection against undue administrative errors, provided no evidence of corruption exists. “You are under the state’s protection. Mistakes happen, but what we cannot tolerate is blatant corruption in any form,” he cautioned.
