Algiers, Algeria | January 27th, 2025 — In a meeting marked by mutual commitment and a shared vision for humanitarian action, Dr. Ibtissem Hamlaoui, President of the Algerian Red Crescent (ARC), welcomed Lorenzo Caraffi, the representative of the International Committee of the Red Cross (ICRC), to discuss the outcomes of their bilateral cooperation for 2024. The discussion underscored a year of impactful initiatives, while setting the stage for deeper collaboration in the years to come.
The 2024 cooperation agenda between the ARC and the ICRC showcased a robust series of programs that directly addressed critical humanitarian needs. Notable achievements included the completion of three specialized first-aid training sessions, benefitting 47 participants, and two advanced workshops on humanitarian media and communication, empowering 29 provincial coordinators. These initiatives reflect a shared dedication to equipping humanitarian actors with the skills needed to respond effectively in times of crisis.
In addition, the ARC and the ICRC collaborated on a relief assistance training program, involving 18 participants under the guidance of international experts, and a specialized session on restoring family links for eight participants from southern provinces, held in Tamanrasset. This training reinforced the critical importance of reuniting families separated by conflict or disaster.
A significant highlight of the 2024 partnership was the procurement of medical equipment aimed at combating malaria and diphtheria in In Guezzam and Bordj Badji Mokhtar. The ICRC further supported the acquisition of essential first-aid training equipment, enabling the ARC to extend its lifesaving initiatives across Algeria.
During the meeting, Lorenzo Caraffi praised the ARC’s remarkable efforts both within Algeria and abroad. He commended the organization’s unrelenting support for international humanitarian causes, particularly its tireless endeavors in mobilizing aid for Gaza. Caraffi also emphasized the critical need to further promote the principles of international humanitarian law (IHL), a cornerstone of both organizations’ missions.
In a gesture of solidarity and to bolster ARC’s efforts, Caraffi proposed the participation of international ICRC experts in the upcoming National Prize for Emir Abdelkader on International Humanitarian Law, an event celebrating Algeria’s deep-rooted contributions to global humanitarian principles. This collaboration reflects the historical and contemporary significance of Algeria’s commitment to IHL.
The discussion also touched upon the ICRC’s pivotal role in the ongoing prisoner exchange process in Gaza, highlighting the organization’s indispensable contributions to fostering peace and alleviating human suffering in conflict zones.
