Algeria Bolsters Energy Sovereignty Amid Historic UGTA and Hydrocarbon Nationalization Anniversaries
Algiers, Algeria | February 24th, 2025 — In a decisive step towards fortifying Algeria’s energy sector, Prime Minister Nadir Larbaoui laid the foundation stone on Monday for the construction of a new oil refinery in Haoud El Hamra, Hassi Messaoud. The ambitious project, initiated under the direct instructions of President Abdelmadjid Tebboune, aims to enhance national refining capacity, ensuring Algeria’s self-sufficiency in petroleum products and reinforcing the country’s position as a key energy player.
The launch of this strategic infrastructure aligns with the directives issued by the Head of State during the last two Council of Ministers sessions, underscoring the urgent need to boost gasoline and diesel production. By bolstering domestic refining capabilities, the project is set to minimize dependence on fuel imports, optimize hydrocarbon resources, and support Algeria’s long-term energy strategy.
A Historic Day for Algeria’s Energy Sector
Prime Minister Larbaoui’s visit to Hassi Messaoud was not limited to the refinery launch. He also presided over the national commemoration of two landmark anniversaries: the 69th anniversary of the founding of the General Union of Algerian Workers (UGTA) and the 54th anniversary of the nationalization of hydrocarbons. The ceremony, held at the Irara base, brought together key national figures, including Minister of State, Minister of Energy, Mines, and Renewable Energies Mohamed Arkab, Minister of Labour, Employment, and Social Security Fayçal Bentaleb, and UGTA Secretary-General Amar Takdjout.
The event was attended by high-ranking officials, directors of state-owned energy companies, representatives of international trade unions, and civil and military authorities of Ouargla province. A powerful documentary showcased Algeria’s landmark decision in 1971 to reclaim control over its hydrocarbon resources, highlighting the resilience of Algerian workers in sustaining and expanding the energy sector post-nationalization.

The establishment of the new Hassi Messaoud refinery represents a turning point in Algeria’s energy independence strategy. This state-of-the-art facility is designed to elevate refining output, increase the availability of high-quality fuel for domestic consumption, and position Algeria as a more influential regional supplier. Energy experts emphasize that enhancing refining capacity is critical in reducing vulnerability to external markets and ensuring economic stability in the face of global oil fluctuations.
