Strategic Discussions on Security, Civil Protection, and Bilateral Cooperation Set to Deepen Ties
Algiers, Algeria | February 24th, 2025 — Algerian Minister of Interior, Local Assemblies, and Territorial Planning, Brahim Merad, is undertaking a two-day official visit to Spain on February 24-25, at the invitation of his Spanish counterpart, Fernando Grande-Marlaska Gómez. This high-level engagement underscores Algeria and Spain’s commitment to strengthening cooperation on key security, governance, and emergency response issues.
Accompanied by the Director General of National Security, Ali Badaoui, and the Director General of Civil Protection, Boualem Bourelaf, Minister Merad’s visit comes at a crucial time for the two Mediterranean neighbors, as they seek to bolster collaboration in areas of mutual interest, particularly security coordination, border control, civil protection, and crisis management.
A Renewed Push for Bilateral Security and Governance Cooperation
The visit reflects the ongoing efforts by Algiers and Madrid to reinforce diplomatic and institutional ties in the face of evolving regional and international challenges. According to an official statement from the Algerian Interior Ministry, the discussions will encompass a broad spectrum of pressing topics, including counterterrorism strategies, transnational crime prevention, migration management, and the modernization of local governance mechanisms.
Given Algeria’s pivotal role as a security and stability guarantor in North Africa and the Mediterranean, Minister Merad’s dialogue with Spanish officials is expected to emphasize the importance of coordinated intelligence-sharing and joint security initiatives to combat organized crime, illicit trafficking, and irregular migration flows. The visit also provides an opportunity to reaffirm Algeria’s strategic stance on regional security dynamics and its proactive approach to cross-border cooperation.
Beyond security, the discussions will extend to civil protection and disaster response cooperation, particularly in the wake of climate-related emergencies that have increasingly impacted both nations. Algeria and Spain have faced devastating wildfires and natural disasters in recent years, necessitating enhanced collaboration in emergency preparedness, resource mobilization, and rapid intervention mechanisms.
Minister Merad’s delegation will explore avenues for technical exchanges and joint training programs between Algeria’s Civil Protection Directorate and its Spanish counterparts, aimed at reinforcing disaster risk reduction strategies and improving emergency response coordination.
This visit carries significant diplomatic weight, as it comes amid broader geopolitical recalibrations in the Mediterranean region. While Algeria and Spain have historically maintained strong ties, their relationship has experienced periods of tension, particularly concerning energy policies and geopolitical alignments. However, this visit signals a renewed commitment to fostering pragmatic and constructive engagement, rooted in shared security interests and economic interdependence.
