ALGIERS– President of the Republic, Mr. Abdelmadjid Tebboune raised the question of the demolition of the illegally occupied buildings during his periodic interview with national media representatives, broadcast on Friday evening on national television and radio stations.

President Tebboune stressed that “the decision to demolish should not be taken systematically, all possible solutions should be thought of before taking this decision”.

Among these solutions, President Tebboune mentioned, by way of example, “assessment of the value of the land on which the construction was built in order to offer the owner to pay the price, as was the case with certain factories “.

“There are means and methods to solve this type of problem, instead of authoritarianism, which is at odds with the program of the President of the Republic”, he added.

Anarchic constructions should be the subject of investigations”, stressed President Tebboune, indicating that this mission would be entrusted to the commission placed under the supervision of the Ministers of Housing and the Interior, which is responsible for examining the files of illegal constructions, appointing those responsible and defining the conditions in which they were built.

In this context, the President of the Republic specified that he had asked the Minister of Justice to present a bill criminalizing the grabbing of State property.

“Since independence, no anarchic construction has been built on private land”, he added, affirming that “the State is entitled to defend its property, in the same way as the rights of the citizen” .

In addition, President Tebboune mentioned certain practices “which compromise certain efforts” explaining that this was due to “ignorance of the real problems raised by the citizen”. “The solutions are there, but sometimes the delays and the lack of discernment give rise to insufficient and unconvincing solutions for the citizen,” he lamented.
