Algiers, Algeria | February 5th, 2025 — Algeria’s flagship housing program, AADL 3, is shifting into high gear. With 200,000 units planned under the 2025 Finance Law, Minister of Housing, Urbanism, and the City, Mohamed Tarek Belaribi, is leaving no room for delay. In a high-stakes meeting held at the headquarters of the National Agency for Housing Improvement and Development (AADL), Belaribi laid down a decisive roadmap for the immediate launch of construction sites across the country. His message was unequivocal: action must replace bureaucracy, and results must be delivered without hesitation.
The meeting, held in the presence of key sector officials—including the Secretary-General and Inspector-General of the ministry, the Director-General of Urbanism and Architecture, and regional AADL directors—was a call to arms. The minister’s primary directive was clear: all necessary measures must be taken to ensure that the program meets its deadlines.
“We cannot afford delays,” Belaribi declared. “The architectural studies and project monitoring tenders must be finalized within the set timeframe.” His orders come as 97% of tenders for architectural studies have already been launched, covering 194,370 units out of the planned 200,000 across Algeria’s 58 wilayas. This marks a significant leap forward in project execution.
Operational Efficiency and Rigorous Oversight
To guarantee strict adherence to schedules and quality control, Belaribi announced the creation of specialized committees tasked with bid evaluations and contract awards. Additionally, a centralized digital platform will be introduced to track the capabilities and performance of architectural firms participating in the tenders. This digital initiative aims to enhance transparency, streamline processes, and eliminate administrative bottlenecks.
The minister also underscored the implementation of stringent oversight mechanisms to prevent construction delays and ensure the highest quality standards. “We are not just building homes—we are delivering a promise to thousands of Algerian families. There will be no compromise on execution timelines or quality,” he affirmed.
Solid Financial Backing Ensures Uninterrupted Progress
A robust financial framework underpins the ambitious housing initiative. Earlier this year, the Ministry of Housing secured substantial funding through an agreement with the National Housing Bank (BNH) and six other state-owned banks. This financial arrangement will cover 62% of the total cost of the housing units, with the remaining balance distributed among beneficiaries in five installments, in accordance with Executive Decree 24-203 of June 25, 2024.
The consortium of banks—including CNEP-Banque, BNA, BEA, BADR, CPA, and BDL—has pledged full support for the successful execution of AADL 3. With financial guarantees in place, the program’s rapid rollout is now a certainty.
Unprecedented Public Demand: A Nation’s Dream Materializes
The scale of public interest in AADL 3 underscores its significance. In July alone, over 1.4 million Algerians registered on the online platform, with one million applications already validated. Soon, the first wave of approved applicants will be invited to submit the required documents and make their initial payments. This milestone will mark their official entry into the ranks of the coveted “Aadlistes.”

Recognizing this, President Abdelmadjid Tebboune has made housing a top national priority, setting an ambitious target of constructing two million housing units across all categories during his second term.
