AADL Housing Acquisition: A Comprehensive Framework for Lease-to-Own Applications in Algeria

Algiers, Algeria | January 24th, 2025 — The Ministry of Housing, Urbanism, and the City, under the leadership of Minister Mohamed Tarek Belaribi, has formalized the procedures and criteria for acquiring housing units under the lease-to-own program, popularly known as AADL (The National Agency for Housing Improvement and Development). The ministerial decree, signed on December 26 and published in the Official Gazette (No. 3), establishes a structured framework aimed at ensuring transparency, fairness, and efficiency in processing applications for this much-sought-after housing scheme.

Digital Platform for Streamlined Applications

According to the decree, applications for housing acquisition must be submitted exclusively through an electronic platform. This system will be activated following an official announcement of the subscription period through various media outlets. The decree emphasizes adherence to deadlines and clear procedural steps, underlining the government’s commitment to transparency and accessibility.

Applicants’ submissions are recorded instantaneously in chronological order, based on the confirmation of their registration on the platform. Each applicant receives a unique electronic receipt containing their subscription date, time, and a chronological code. This system not only streamlines the registration process but also ensures equal opportunity for all eligible participants.

Eligibility and Rejection Criteria

To be valid, applications must comply with the guidelines outlined in the ministerial decree. However, submissions may be rejected for several reasons, including:

• Failure to adhere to the procedural timeline.
• False declarations or forged documents.
• Inaccurate data entry.
• Negative results from eligibility investigations conducted across national databases.

The decree also clarifies that the provisional acceptance of an application does not guarantee housing allocation. Each application undergoes rigorous verification to confirm eligibility, including checks against various national databases to ensure compliance with the program’s conditions.

Managing Excess Demand

In cases where the number of eligible applications exceeds the available housing units, provisional applicants will be informed of their ranking. They will also be given the option to maintain their application for future lease-to-own housing programs. This transparent process ensures that no applicant is left uninformed about their status and future prospects.

Strict Payment Regulations

Payment compliance is a cornerstone of the program. The decree specifies that failure to adhere to payment deadlines will result in the annulment of the subscription. Applicants are notified through their private accounts on the platform and issued two consecutive warnings, each with a 15-day grace period. Non-compliance with these warnings renders the application null and void.

The payment process itself is divided into several tranches:

• Completion of the third tranche ‘instalment’ activates the site selection phase, allowing applicants to choose their preferred location.
• Completion of the fourth tranche leads to the issuance of an allocation decision by the housing developer.
• The final tranche concludes with the drafting of a lease-to-own contract, which is formalized before a notary based on a standardized model established by the housing minister.
