ALGIERS- The Council of the Nation, on Tuesday, approved a bill amending and supplementing Ordinance 66-156 concerning the penal code. The adopted text introduces new procedures focused on revising certain criminal affairs, enhancing protection for managers, supporting investment, combating forgery and usurpation of functions, and safeguarding security forces.
Among the key provisions, the bill aims to alleviate pressure on criminal courts by replacing life imprisonment with a maximum 30-year prison term for deliberate acts of violence and intentional arson resulting in no injuries or permanent disabilities.
Criminalization of Investment Obstruction:
The amended law criminalizes acts hindering investment, imposing imprisonment ranging from one to three years for such offenses. Furthermore, individuals abusing their positions to obstruct investment face harsher penalties of five to seven years.
Stricter Measures and Women’s Protection:
The legislation also imposes tougher penalties for crimes like harassment, assault, and sexual exploitation while reinforcing legal protection for women. Additionally, it addresses violations of privacy by husbands or fiancés, aiming to safeguard women’s rights and dignity.
Safeguarding Social Integrity:
These amendments, according to the Minister of Justice, aim to protect Algeria’s social fabric from organized crime influences by stiffening penalties and addressing emerging technological-related crimes. They also combat forgery and usurpation of functions.

The Council of the Nation’s Legal and Administrative Affairs Committee lauded the bill as a significant milestone in reinforcing the legal system’s economic, social, and security dimensions. It highlighted the state’s commitment to protect managers and investors while depenalizing management actions and criminalizing investment obstruction.

Minister of Justice Abderrachid Tabi emphasized that the amendments align with societal evolution, ensuring a safe environment for citizens. He noted the legislation’s role in supporting economic reforms, encouraging investment, and combating various forms of crime, including organized crime, terrorism, and money laundering, in line with international efforts.
