Algiers, Algeria | December 1st, 2024 — In an inspiring address during the opening of the 11th session of the “Oran High-Level Conference on Peace and Security in Africa,” also known as the “Oran Process,” President Abdelmadjid Tebboune reaffirmed Africa’s capacity to act as a united force in the global arena. Held in Oran, Algeria, the conference underscored the continent’s dedication to addressing pressing issues such as terrorism, equitable representation in international organizations, and fostering sustainable peace.

In the name of Allah, the Most Gracious, the Most Merciful
Peace and blessings upon the noblest of Prophets and Messengers.
Your Excellencies, distinguished participants,
From the land of Algeria, which has long championed Africa’s causes, I extend to you the warmest greetings. I welcome you as brothers and sisters to your second home and to the beautiful city of Oran, which you have chosen as the permanent seat of this esteemed conference and as a capital for joint African action.
This gathering is more than just a meeting; it symbolizes commitment, unity, and a powerful message to the world: Africa is determined, united, and capable of making its voice heard—loudly, powerfully, and impactfully—at the highest echelons of the international system. This is particularly vital in a world marked by profound transformations and escalating tensions that have pushed the international order to a critical crossroads.
The dire consequences of polarization among major powers have cast dark shadows over global stability and security, undermining international legitimacy and the principles upon which the global order was founded. Selective prioritization and manipulation of universal values have marginalized our continent, relegating it to the fringes of global priorities. The plight of Palestine, an enduring symbol of disregard for international legitimacy, starkly illustrates this hypocrisy and the chasm between proclaimed principles and their actual application.
This precarious reality threatens not only individual nations but the entire international system. Our African continent, historically subjected to various forms of oppression, injustice, and marginalization, refuses to be a victim of this new wave of selective global policies.
Ladies and gentlemen,
The mechanism established by this conference to enhance coordination between the African Union’s Peace and Security Council and the three African members of the United Nations Security Council has proven effective in ensuring that Africa’s unified positions are reflected in UN decisions. Algeria, as a non-permanent member of the UN Security Council, has devoted the first year of its term to representing the continent alongside Mozambique and Sierra Leone. Algeria remains committed to strengthening Africa’s influence in global decision-making, guided by its shared values, principles, and aspirations.
As we inaugurate the 11th session of this conference, I commend the carefully selected themes for discussion, which address the continent’s most pressing challenges, including terrorism, the financing of peace support operations, and the opportunities presented by the United Nations’ “Our Common Agenda” initiative to rectify historical injustices and secure equitable African representation in the UN Security Council.
