Ahmed Attaf's Bold Defense of Africa: Algeria's Unwavering Commitment to Justice, Development, and Global Influence

Algiers, Algeria | November 10th, 2024 — In a significant moment at the Russia-Africa Partnership Forum’s ministerial conference in Sochi, Algeria’s Minister of Foreign Affairs and National Community Abroad, Ahmed Attaf, delivered a passionate and compelling defense of Africa’s interests, reinforcing Algeria’s commitment to advocating for the continent on the international stage. Tasked by President Abdelmadjid Tebboune, Attaf’s speech underscored Algeria’s longstanding dedication to placing Africa’s needs at the forefront of its foreign policy.

Algeria’s advocacy is no surprise, as the country has consistently demonstrated its resolve to promote the collective interests of Africa in global forums. With Algeria’s election to the United Nations Security Council as a non-permanent member, President Tebboune has emphasized on numerous occasions the country’s determination to amplify Africa’s voice and to support efforts aimed at empowering the continent to play a full role in maintaining peace and security, in line with the principles of the UN Charter.

Addressing Africa’s Historic Injustices

Central to Attaf’s address was the call to rectify the historic injustices faced by Africa, particularly concerning its underrepresentation in the UN Security Council. He reaffirmed Algeria’s mission to advocate for Africa’s rightful place in global governance structures. On the economic front, Algeria continues to push for the continent’s development, an effort underscored by President Tebboune’s remarks at the 41st meeting of the NEPAD Heads of State and Government Orientation Committee in February, where he highlighted Algeria’s focus on infrastructure investment, including energy, transport, and telecommunications projects vital for African integration.

Algeria’s economic engagement, as noted by Attaf, is driven by the need to help the continent realize its potential. Key projects include the Trans-Saharan Road, linking six African countries and facilitating connectivity in the Sahel region, as well as the Trans-Saharan Fiber Optic Backbone aimed at enhancing regional digital economies. Additionally, the Trans-Saharan Gas Pipeline, which will connect Nigeria, Niger, and Algeria to Europe, exemplifies Algeria’s role in boosting Africa’s energy infrastructure and its economic integration into global markets.

Strengthening Russia-Africa Partnership

Attaf also emphasized Algeria’s endorsement of the Russia-Africa partnership, which he described as a vital framework for deepening the collaboration between the two regions. Algeria lauded the establishment of a mechanism to enhance institutional ties, highlighting Russia’s longstanding support for African independence and economic development. However, Attaf stressed the need for the partnership to evolve, reaching new heights in fostering mutual security, stability, and prosperity.

Drawing on historical ties, Attaf described the Russia-Africa relationship as one built on trust and mutual respect, not just as a strategic partnership but as a profound friendship. He underscored that both Africa and Russia share a vision for a more stable, equitable world order that values the rights of all nations and encourages cooperation rather than confrontation.

Africa’s Aspirations and Priorities

Algeria’s foreign policy consistently aligns with Africa’s core aspirations. The minister highlighted key priorities for the continent, including combating terrorism and transnational crimes, which threaten regional stability and hinder development. He stressed the necessity for African-led solutions to Africa’s problems, asserting that external interventions have not resolved the conflicts and crises that plague the continent.

Additionally, Attaf emphasized the need to address Africa’s marginalization within the United Nations Security Council and other global economic, financial, and monetary organizations. The lack of representation, he noted, is a fundamental barrier to Africa’s influence on international decision-making, particularly on matters directly affecting its people. Strengthening economic development capacities and accelerating the implementation of the UN’s 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063 were also highlighted as vital components in overcoming the challenges facing the continent.

The Final Push for African Decolonization

In closing, Attaf reiterated one of Africa’s most enduring objectives: the completion of the decolonization process. He stressed that colonialism, whether old or new, has no place in the contemporary world or in modern Africa. He reaffirmed Algeria’s commitment to this cause, acknowledging the enduring impact of colonialism on the continent and vowing that the fight for African sovereignty remains a key element of the country’s foreign policy.

Algeria’s advocacy at the Russia-Africa Forum serves as a testament to its continued leadership in promoting Africa’s interests, both regionally and on the global stage. As the continent faces new challenges, Algeria remains a steadfast partner, pushing for a future where Africa is fully empowered to achieve its potential, shape its destiny, and take its rightful place in global decision-making forums.
