Algeria Advocates for Addressing Historical Injustice Against Africa

Algiers, Algeria | August 13th, 2024 — Lounès Magramane, Algeria’s Permanent Representative to the United Nations, underscored, on Monday in New York, the urgent need for the United Nations Security Council to correct historical injustices by amplifying Africa’s representation within the Council. This statement was made during a high-level debate titled “Addressing Historical Injustice and Enhancing Effective Representation of Africa in the United Nations Security Council,” held under the agenda item “Maintenance of International Peace and Security,” and chaired by Sierra Leone’s President, Julius Maada Bio, who is serving as President of the Security Council for August 2024.

Stagnation and Repeated Failures of the UN Security Council

In his address, Magramane conveyed President Abdelmadjid Tebboune’s greetings to President Bio and extended his best wishes for the success of the debate. He provided a comprehensive analysis of the prevailing international and regional contexts, which are characterized by numerous challenges and threats to global peace and security. Magramane criticized the Security Council for its near-total stagnation and its repeated failures to effectively address or mitigate fait accompli policies and unilateral measures.

Ongoing Suffering in Western Sahara and Palestinian Territories

Magramane highlighted Africa’s significant suffering under the current global order, particularly in the Sahelo-Saharan region. He drew attention to the ongoing plight of the Sahrawi people, enduring over 50 years of colonial occupation, and the escalating tragedy faced by Palestinians, which has been exacerbated by ongoing Zionist aggression. This aggression, he noted, has continued unchecked for more than 10 months due to the Security Council’s inability to curb Israeli actions.

Africa’s Essential Role and the Call for Reform

Magramane firmly asserted that the Security Council needs Africa’s voice—a voice of wisdom, commitment, and responsibility. He recalled Africa’s principled stance as articulated in the “Ezulwini Consensus” and the “Syrte Declaration,” which serve as fundamental frameworks for reform. He also presented the outcomes of the 11th meeting of the Foreign Ministers of the Committee of Ten, held in Algeria in June, advocating for the rectification of the historical injustice faced by Africa. Magramane emphasized that Africa remains the only continent not represented among the permanent members and is underrepresented among the non-permanent members.

Commitment to Africa’s Aspirations and Effective Security Council Reform

Magramane called for a restoration of the Security Council’s effectiveness and its capacity to confront increasing threats to international peace and security. He urged comprehensive reform of the Council’s working methods and the use of veto power. Furthermore, he implored permanent members to demonstrate clear support and tangible commitment to the reform process, addressing Africa’s legitimate aspirations.

Algeria’s Role as a Sincere Advocate

Concluding his address, Magramane reaffirmed Algeria’s steadfast commitment to the common African position and its role as a sincere advocate for the continent’s interests and aspirations as a non-permanent member of the Security Council. The debate also featured contributions from UN Secretary-General António Guterres, UN General Assembly President Dennis Francis, and numerous ministers and senior officials, reflecting a broad-based support for enhancing Africa’s role within the global governance framework.
