Algeria Aims to Install 30,000 Domestic EV Charging Stations by 2030

Algiers, Algeria | June 6th, 2024 — In a move to advance its ambitious plans for promoting electric vehicles (EVs), Algeria has embarked on a campaign to install 30,000 domestic charging stations by 2030. Following Sonelgaz’s initiatives—which aimed to establish 300 charging stations in 2023 and 700 in the current year—the Agency for the Promotion and Rationalization of Energy Use (Aprue) has initiated a call for expressions of interest from suppliers of domestic EV charging stations. This initiative includes a 20% subsidy for EV users.

National Strategy for Energy Transition

Aprue’s Director General outlined Algeria’s strategy to convert 30% of its vehicle fleet to clean energy by 2030, encompassing LPG/C, electric, hybrid, and plug-in hybrid vehicles. The country aims to electrify 1.2 million vehicles by this deadline, which would represent 10% of the total vehicle fleet. Achieving this ambitious target will necessitate the establishment of 100,000 charging stations, translating to at least 10,000 per year.

In support of Sonelgaz’s program to install public charging stations at service stations, urban centers, and large parking lots, Aprue’s campaign targets private users and companies with captive fleets. According to Aprue’s Director, Merouane Chabane, the initial phase involves establishing agreements with domestic charging station suppliers, followed by launching a dedicated platform for interested individuals or entities. Eligibility criteria include being located in an urban area, owning an electric or plug-in hybrid vehicle, and having a single-phase or three-phase electrical installation.

A Plan for 100,000 Charging Stations

To meet the energy mix goal, 1.2 million electric and hybrid vehicles will require 100,000 charging stations. Aprue’s strategy involves distributing these stations as follows: 30% public stations installed by Sonelgaz at Naftal service stations and urban centers, 30% domestic or individual stations, and the remaining 40% in companies and residential areas managed by associations or unions.

Focusing on urban homes and businesses aims to reduce air pollution, which is more severe in urban centers, thus specifically targeting urban mobility.

Additional Programs for Buses, Trucks, and Electric Two-Wheelers

Mr. Chabane also highlighted complementary programs, such as converting buses and trucks to dual fuel (diesel and LPG/C) and introducing electric two-wheelers, including bicycles, scooters, and e-scooters. The dual-fuel program, tested last year with a bus from Etusa and a truck from Logitrans, is now operational with a 50% subsidy on the conversion kit and installation cost. An ongoing study is evaluating the feasibility of the two-wheeler program.

An essential aspect of these initiatives is managing lithium batteries once they reach the end of their life cycle, including their recovery, recycling, or exportation, similar to practices in other countries. “It’s not just about replacing the thermal vehicle fleet with electric or hybrid vehicles,” Mr. Chabane emphasized.

Algeria’s comprehensive strategy to transition to clean energy vehicles aims to reduce air pollution and foster sustainable urban mobility. The coordinated efforts of Sonelgaz and Aprue, supported by government subsidies and strategic planning, represent a significant step towards achieving the country’s energy and environmental goals by 2030.
