Algeria, Azerbaijan Seek to Interconnect Gas Networks

Exploring Opportunities to Expand Energy Cooperation Amidst Growing Bilateral Relations

BY: Dr. Hana Saada

ALGIERS- Azerbaijan’s strategic location presents promising opportunities for Algeria to tap into the Asian energy market through its extensive transportation infrastructure, offering a potential solution to the challenges posed by freight costs. As political relations between the two countries reach new heights, economic ties are expected to follow suit.

“The Trans-Anatolian corridor, linking China through Central Asia, the Caspian Sea, the South Caucasus to Eastern Europe via the Trans-Anatolian Pipeline, holds significant potential for Algeria to enhance its energy exports,” stated Elchin Amirbayov, the special envoy of the President of Azerbaijan, during his visit to Algiers.

Highlighting the increasing interest in this corridor from China and the EU, particularly in the wake of sanctions against Russia and the subsequent shift in energy supply dynamics, Amirbayov emphasized its relevance to Algeria’s energy export strategy.

“The energy sector represents the cornerstone of cooperation between our two countries, with considerable untapped potential, including renewable energy,” noted Amirbayov. Discussions between Sonatrach and SOCAR on organizing Algerian energy trade and enhancing transportation connectivity signify a concerted effort to capitalize on this potential.

Despite relatively low trade volumes, Amirbayov acknowledged the discrepancy between political relations and economic exchanges, suggesting that the establishment of joint intergovernmental commissions and business councils could stimulate economic cooperation.

Recalling the evolution of bilateral relations following the establishment of diplomatic missions and intensified governmental exchanges, culminating in President Ilham Aliev’s visit to Algeria, Amirbayov extended an invitation to President Abdelmadjid Tebboune to attend the COP29 conference in Baku, expressing aspirations to strengthen bilateral ties further.

In addition to discussing economic avenues at the Ministry of Foreign Affairs, plans for a joint intergovernmental commission are underway, with Amirbayov expressing optimism about finalizing the agreement soon. He also touched upon cultural cooperation, education, visa facilitation, and the potential establishment of a direct air route between Baku and Algiers to facilitate people-to-people exchanges.

On the international stage, Amirbayov emphasized the importance of aligning efforts within organizations such as the Organization of Islamic Cooperation (OIC), the Non-Aligned Movement (NAM), and the United Nations, where Algeria’s non-permanent membership on the Security Council presents opportunities for fruitful collaboration.

As Algeria and Azerbaijan deepen their cooperation across various fronts, the interconnection of gas networks emerges as a pivotal step towards realizing the full potential of their bilateral relationship.
