Algiers, Algeria | October 28th, 2024 — Algeria’s Minister of National Solidarity, Family, and Women’s Affairs, Kaoutar Krikou, underscored Algeria’s significant efforts in championing women as key players in building and sustaining peace during the World Ministerial Conference on “Women, Peace, and Security,” held in Manila from October 28 to 30, 2024.
Speaking to an international audience, Krikou emphasized that under the leadership of President Abdelmadjid Tebboune, Algeria has advanced policies that empower women as central figures in peacebuilding, ensuring equal representation and protecting women’s rights in both peaceful and crisis situations.
The minister explained that Algeria has embedded gender equality and non-discrimination as constitutional principles, strengthened by legislative frameworks that uphold women’s dignity and provide safeguards against all forms of violence. These mechanisms are vital to women’s comprehensive inclusion in the political, social, and economic arenas, aligning with the national mission to foster peace and stability. “Algeria’s commitment to gender equality is unwavering, with the constitution enshrining parity and equal rights as pillars for national development,” Krikou remarked, highlighting the country’s comprehensive support for women’s political, economic, and social empowerment.
Urgent Call for International Action: Gaza’s Humanitarian Crisis
Krikou addressed the pressing need to consider the plight of women and children in Gaza, whose suffering under relentless aggression underscores the limitations of UN Security Council Resolution 1325. This resolution mandates the protection of women from violence, particularly in conflict zones, and promotes their active role in peace negotiations. Yet, Krikou noted, the resolution’s effectiveness is undermined by the ongoing violence in regions like Palestine and Lebanon, where women remain disproportionately affected. “It is urgent that the international community unites to support peace efforts and end the suffering of civilians,” Krikou asserted, stressing that women’s involvement is paramount in achieving sustainable solutions.
Women in Leadership: Elevating Their Role in Security and Peace
Acknowledging the unique capabilities of women in peace and security, Krikou highlighted Algeria’s initiatives to integrate women at all levels of decision-making within military and security institutions. Women are increasingly represented across security branches, holding leadership roles that align with Algeria’s dedication to fulfilling the objectives of Resolution 1325, which calls on member states to amplify women’s voices in all mechanisms of conflict prevention and peacebuilding. Algeria’s diplomatic mission is also actively enhancing women’s participation, with female diplomats serving as ambassadors, consuls, and representatives in international forums, including United Nations human rights bodies.
Regionally, Algeria has advocated for and supported African and Arab peace initiatives, establishing networks of women mediators to foster regional stability and empower women as agents of change.
Strengthening Algeria’s Commitment to Multilateral Peacebuilding
With its current non-permanent seat on the United Nations Security Council for 2024-2025, Algeria, guided by President Tebboune’s strategic vision, is committed to influencing global decision-making processes aimed at enhancing international peace and security. Leveraging its diplomatic experience, Algeria actively collaborates with other member states to uphold the UN Charter’s principles and international law, promoting multilateral partnerships to address emerging challenges.
In this role, Algeria amplifies the voices of African and Arab nations, advocating for peaceful resolutions to regional crises, particularly those affecting Palestine, Lebanon, and Western Sahara. The minister reaffirmed Algeria’s steadfast support for UN resolutions affirming the right to self-determination, commending the recent decision by the UN Special Political and Decolonization Committee, which reiterated the inalienable rights of peoples seeking independence.
Advancing Social Justice and Youth Engagement for Lasting Peace
Minister Krikou concluded that achieving sustainable peace is inseparable from social justice and the empowerment of citizens, particularly youth and civil society. Algeria’s commitment to these principles is reflected in the establishment of the Higher Council for Youth and the National Observatory for Civil Society, both of which are consultative bodies reporting directly to the President. These entities empower Algerian youth and civil society members to actively participate in shaping policies that impact their future, fostering a cohesive and resilient society that is pivotal to Algeria’s enduring peace and development.
In her closing remarks, Krikou reaffirmed that Algeria’s approach to peace is deeply rooted in inclusivity, championing the role of women and civil society in driving progress and stability across the Arab and African regions.
