Algeria, France: French Diplomat Michel Duclos Urges a Constructive Approach to Bilateral Relations

He points out that Algeria is not merely seeking financial input but rather high-value expertise, particularly in engineering and technological modernization. “What truly interests Algerians are investments in fields like engineering, which can contribute to the modernization of their economy. This is where we can develop a genuine ‘win-win’ scenario in the coming years,” Duclos explains.

Beyond economic cooperation, he argues that France must extend a form of recognition to Algeria that moves beyond the confines of historical memory. “Perhaps what Algerians seek from France at this moment is a form of acknowledgment that extends beyond the memorial aspect,” he observes, implying the necessity of a broader and more respectful engagement.

Immigration and the Franco-Algerian Accord of 1968: A Misguided Debate

One of the most contentious points in contemporary Franco-Algerian relations revolves around immigration policies and the mobility of individuals. The 1968 Franco-Algerian agreement, which regulates these matters, has been a frequent target of the far-right and even some figures within the French government. However, Duclos warns against dismantling this framework, arguing that doing so would be counterproductive for France itself.

“There is no indication that abrogating this agreement would resolve our difficulties in deporting Algerians whom we consider undesirable,” he states. Rather than addressing underlying issues, he suggests that such a move would merely play into the hands of extremist factions, exacerbating tensions rather than resolving them. “Regardless of where one stands on this issue, allowing resentment to fester only serves the interests of political extremes,” he cautions.

Michel Duclos also highlights the critical role of fostering stronger ties between the younger generations of both countries. He acknowledges the enduring sentiments of fraternity between the two peoples and advocates leveraging modern communication tools to bridge societal gaps. “We need to explore ways to promote direct dialogue between civil societies, utilizing contemporary digital platforms and cultural exchanges,” he suggests.

His vision extends to broader cooperation in key areas such as security, environmental sustainability, and the long-standing issue of nuclear test reparations—a sensitive subject that continues to mar relations between the two nations. The former diplomat asserts that tackling these issues through structured dialogue would be far more productive than allowing divisive rhetoric to dictate the agenda.

A Call to Resist the Far-Right’s Exploitation of Algerian Issues

Duclos’ stance resonates with a growing number of French political and intellectual figures who reject the instrumentalization of Algeria as a political scapegoat by the far-right. Prominent voices such as former Prime Minister Dominique de Villepin, historian Benjamin Stora, and former minister Ségolène Royal have all called for an end to the ongoing media and political “crusade” against Algeria.

These figures argue that perpetuating hostility only serves narrow ideological interests, at the expense of both nations’ broader strategic and economic imperatives. They advocate for a diplomatic recalibration that prioritizes pragmatism over populist grandstanding.

Michel Duclos concludes his analysis with a powerful call for a shared future, rooted in historical truth but not shackled by it. “France and Algeria must construct a common future that acknowledges the depth of their shared history—a history that may be painful but is nonetheless interwoven,” he asserts.
