Algeria- GIE Monétique: Launch of Mobile Payment Interoperability in 2024

Algiers, April 11, 2024-  The project to establish interoperability among various mobile payment platforms, enabling transactions via smartphones, has progressed significantly and is set to be operational within the current year, stated Assia Benchabla Queiroz, the administrator of the Groupement d’intérêt économique de la monétique ‘the Monetics Economic Interest Group’ (GIE Monétique).

“We have made considerable progress in the deployment of mobile payments (m-payment). The GIE Monétique has outlined its operating framework, and each bank is tasked with acquiring its own solution. For interoperability, they must connect to the switch, which is currently in the implementation phase,” remarked Mrs. Benchabla to the APS news agency.

In the field of monetics, a switch is a device that manages the flow of mobile payments through a platform connecting all solutions (applications) dedicated to this mode of payment, ensuring their interoperability.

In recent years, mobile payment solutions have been available at two banks and at Algérie Poste ‘Algerie Post’. However, they are currently only usable between clients of the same bank. With the launch of interoperability, transactions can be conducted even if the issuing bank (the payer) differs from the recipient’s bank. This advancement aims to popularize the use of m-payment, particularly for QR code-based purchases and inter-account transfers.

According to the GIE Monétique administrator, the Company for the automation of interbank and electronic payment transactions (Satim) has already acquired the solution for interbank payments, which will be operationalized this year.

Additionally, Mrs. Benchabla highlighted the priority of GIE Monétique for the year: the widespread adoption of contactless card payments. She emphasized the importance of this modern method in facilitating transactions and purchases via Electronic Payment Terminals (TPE).

Contactless payment enables quick purchases at merchants equipped with a TPE, without the need to insert the card into the terminal or enter a PIN code, simply by bringing the card close to the TPE.

“The GIE Monétique has completed the upgrade of the TPE fleet, consisting of around 54,000 devices, to accept the new cards equipped with contactless functionality,” noted the administrator, adding that contactless card payments, operational for several months, are currently capped at 1,500 Algerian dinars in a first phase.

In addition to these advancements, the GIE Monétique is working to certify Satim with the international payment company Visa, enabling the Algerian operator to process operations conducted via Visa-affiliated cards domestically. The certification process is expected to take eight to ten months, following which all international banking activity will be handled locally.

In terms of promoting monetics through the widespread adoption of electronic payment methods, Mrs. Benchabla applauded the significant improvement achieved, particularly in public service entities and enterprises. Recent integrations include the AADL, OPGI, tax authorities, customs, theaters, museums, tourist management companies, and transportation enterprises such as ETUSA, SNTF, ENTMV, and SOGRAL.

The strides made by the GIE Monétique underscore Algeria’s commitment to enhancing financial accessibility, efficiency, and security in the digital realm, fostering economic growth and inclusivity in the process.
