Algiers, Algeria | October 2nd, 2024 — On Tuesday in Koléa (Tipasa), Minister of Culture and Arts Soraya Mouloudji inaugurated the National Higher Institute of Cinema “Mohamed Lakhdar Hamina.” This new academic institution, which welcomed its first cohort of students from the National Arts High School “Ali Maâchi” for the 2024-2025 academic year, is a milestone in Algeria’s artistic and cultural landscape.
In her address during the inauguration, Mouloudji underscored the significance of the institute, aligning it with President Abdelmadjid Tebboune’s strategic vision to enhance pedagogical and academic training in the arts. She emphasized the critical role that creativity, artists, and cultural figures play in fostering national pride and contributing to Algeria’s human development. The long-awaited realization of this institute is a direct reflection of the president’s unwavering support for the arts.
The ceremony was attended by Kamel Baddari, Minister of Higher Education and Scientific Research, and Mohamed Seghir Saâdaoui, the President’s advisor for Education, Higher Education, Vocational Training, and Culture, further signaling the importance of this endeavor within Algeria’s broader educational framework.
Mouloudji remarked that the National Higher Institute of Cinema will serve as a vital space for nurturing talent in the cinematic arts. The students, she explained, will be immersed in an educational experience grounded in national values, preparing them to represent Algeria internationally and contribute to the development of Algerian cinema on the regional, continental, and global stages.
She also paid homage to the institute’s namesake, the renowned Algerian filmmaker Mohamed Lakhdar Hamina, whose cinematic work, particularly his depiction of the Algerian people’s resistance, has left an indelible mark on history. Hamina, the only Arab director to have won the prestigious Palme d’Or at the Cannes Film Festival in 1975, stands as a symbol of Algeria’s rich cultural heritage.
The institute will offer higher education programs within the Licence/Master/Doctorate (LMD) system. Students will begin with a common core curriculum in their first year before specializing in various domains of the film industry starting in their second year.
Kamel Baddari praised the establishment of the institute, emphasizing that it will play a pivotal role in shaping the next generation of professionals in the cinematic arts. He noted that this institution will not only enrich Algeria’s cultural sphere but also contribute to the national economy through the development of a creative industry.
