Algiers, Algeria | February 17th, 2025 — Algeria’s Minister of State, Minister of Energy, Mines, and Renewable Energies, Mohamed Arkab, held a meeting on Monday, February 17, 2025, with a high-ranking delegation from the Japan External Trade Organization (JETRO), led by Akihiko Aki Tamura, JETRO Europe’s Director-General. The meeting, held at the ministry’s headquarters, reaffirmed the long-standing and dynamic relations between Algeria and Japan in the fields of energy, mining, and renewable resources.
The high-profile discussions were attended by Secretary of State for Mines Karima Tafer, Secretary of State for Renewable Energies Nour-Eddine Yassaa, senior ministry officials, and Japan’s Ambassador to Algeria. The delegation also included representatives from 15 leading Japanese corporations, including JGC Corporation, Mitsubishi, Kawasaki Heavy Industries, and Hitachi High-Tech, alongside three official and financial institutions such as the Japan International Cooperation Agency (JICA) and the Japan Bank for International Cooperation (JBIC).
Expanding Energy and Mining Partnerships
During the discussions, Minister Arkab provided a comprehensive overview of Algeria’s energy, mining, and renewable energy sectors, outlining the country’s ambitious development strategy. He emphasized that Algeria’s recent regulatory and legal reforms in hydrocarbons and mining are designed to enhance foreign investment inflows and strengthen strategic alliances.
Highlighting Algeria’s abundant opportunities for cooperation in oil and gas, the minister underscored the potential for joint ventures in hydrocarbon exploration, petrochemicals, digitalization, emissions reduction, and carbon footprint minimization. He further detailed the opportunities within Algeria’s electricity sector, including generation, transmission, and transformation projects.
Renewable Energy and Industrial Synergies
Both parties acknowledged Algeria’s significant potential in renewable and new energy technologies, particularly in solar photovoltaic energy and green hydrogen. Minister Arkab reiterated the government’s commitment to expanding the national seawater desalination program, a critical initiative to secure the country’s long-term water supply. Discussions also extended to the development of local manufacturing capabilities for equipment used in renewable energy production.
Unlocking Algeria’s Vast Mining Potential
Regarding the mining sector, the minister emphasized the strategic importance of Algeria’s vast mineral wealth, calling on Japanese firms to invest in the extraction and processing of iron, phosphate, zinc, rare earth elements, and other critical minerals. He also stressed the necessity of technology transfer, research collaborations, and workforce training in geological exploration and mineral resource development.
Japan’s Commitment to Strengthening Bilateral Ties
JETRO’s Director-General, Akihiko Aki Tamura, expressed Japan’s strong interest in deepening economic and industrial ties with Algeria, commending the country’s favorable investment climate. He reaffirmed Japan’s commitment to exploring concrete investment opportunities, particularly in energy, renewables, and mining, and emphasized the importance of long-term, mutually beneficial partnerships.
In pursuit of these objectives, it was agreed that high-level meetings with Algeria’s state-owned energy giants, Sonatrach and Sonelgaz, will be held to advance discussions on specific investment projects and strengthen industrial cooperation.
