Algiers, Algeria | June 13th, 2024 — Algerian Minister of Labor, Employment, and Social Security, Fayçal Bentaleb, asserted from Geneva that Algeria has constructed a renewed social pact within the framework of the principles outlined in the November 1, 1954 Proclamation, upon which the state is founded.
During his address at the 112th session of the International Labour Conference (ILC), Mr. Bentaleb emphasized, “Algeria has established a renewed social pact based on the constants and principles upon which the state rests, fundamentally those set forth in the November 1, 1954 Proclamation, including the social nature of the state and respect for fundamental freedoms without racial or religious segregation.” He further highlighted that this document “laid the foundations for Algeria’s commitment to just causes worldwide.”
According to the Minister, “The 2020 Constitution intervened to determine the pillars of the social pact under the banner of the New Algeria, thus responding to society’s ambitions to bring about profound socio-political changes that uphold freedom and democracy, guarantee fundamental rights, reinforce social justice, combat corruption, and ensure the participation of all citizens in public affairs.”
He stressed on “the fundamental rights of workers, the right to protection, safety, hygiene, rest, social protection, and protection of children against exploitation, as well as strengthening the exercise of trade union rights and the right to strike.”
In this context, Mr. Bentaleb highlighted that “President Abdelmadjid Tebboune, in embodying the social nature of the Algerian state and his deep commitment to the principles of social justice, has implemented essential measures to realize this dimension, particularly in increasing the volume of social transfers and combating the negative effects induced by the Covid-19 pandemic.”
He added, “More than 27% of the state budget for 2024 has been allocated to social transfers to improve the standard of living for citizens, with the guaranteed national minimum wage (SNMG) increased by 11%, along with salaries, allowances, and pensions raised by 47% over the past five years, as well as integrating half a million young people into stable employment positions.”
Mr. Bentaleb further noted, “An Unemployment Allowance has been established, and beneficiaries are undergoing training in specialties that meet the requirements of the job market, with an annual financial envelope of USD 3.44 billion to support job seekers in accessing the world of work.”
Regarding Social Protection, Mr. Bentaleb recalled the implementation of “coherent policies based on the national social insurance system and underpinned by principles of solidarity between generations and social groups, distribution, and standardization of systems and rules related to the valorization of rights and benefits, in addition to ensuring the nine risks stipulated in international conventions.”
He affirmed that “the national social insurance system provides extensive benefits to 30 million insured individuals and their dependents, compared to Mediterranean countries, with a reimbursement rate in all services estimated at 80%, where more than 3.2 million insured individuals benefit from retirement benefits after reaching the age of 60 for men and 55 for women.”
He estimated that “the economic momentum experienced by the country in recent years has led to an estimated growth rate of 4.1%, expanded social coverage, and the reduction of work in the informal sector by integrating it into the formal sector.”
Finally, the Minister indicated that “in the pursuit of coexistence among all peoples within a renewed social pact, the Palestinian people continue to endure the worst forms of repression, blockade, injustice, and famine under a systemic war where the most fundamental human rights are violated.”
He called on the international community to “work to halt this destructive machine that disregards all international principles and charters, and enable Palestinian workers to enjoy their rights as provided for in international charters, and support them in establishing their fully sovereign free state with Al Quds as its capital.”
