Algiers, Algeria | November 16th, 2024 — Prime Minister Nadir Larbaoui officially referred the constitutionality of specific amendments in the 2025 Finance Law to the Constitutional Court on Saturday, following the law’s adoption by both chambers of Parliament. His action, which is aligned with Article 193 of the Constitution, underscores concerns over the conformity of amendments in Articles 23, 29, 33, and 55 with Article 147 of Algeria’s supreme legal framework.
Salah Goudjil, Speaker of the Council of the Nation, also announced his intent to seek a constitutional review of these articles. Speaking on Saturday, Goudjil commended senators for their swift and collaborative efforts in adopting the 2025 Finance Law, acknowledging the law’s significance in marking Algeria’s 70th anniversary of the Liberation War and coinciding with the second term of President Abdelmadjid Tebboune.
Goudjil emphasized that the Finance Law aligns with President Tebboune’s commitments to economic and fiscal reforms. However, he reiterated the critical nature of adhering to Article 147 of the Constitution, particularly concerning the amendments that involve increased taxes or financial penalties.
As the Finance Law progresses through constitutional scrutiny, Goudjil seized the moment to advocate for a strengthened state culture and collective unity. He urged Algerians to consolidate their ranks in the face of external challenges, praising the nation’s growing stature on the international stage, a success he attributed to President Tebboune’s diplomatic leadership.
This pivotal constitutional review reflects Algeria’s evolving legislative and fiscal landscape, as the government seeks to ensure compliance with constitutional principles while advancing key economic priorities.
