Algiers, Algeria | October 2nd, 2024 — In a significant move to strengthen bilateral relations, Algeria and Niger signed a memorandum of discussions on Wednesday in Algiers, focusing on enhancing cooperation in the energy sector, particularly in hydrocarbons. The agreement was formalized by Mohamed Arkab, Algeria’s Minister of Energy and Mines, and Sahabi Oumarou, Niger’s Minister of Petroleum, at the Ministry’s headquarters.
This memorandum outlines collaborative efforts discussed during the Nigerien minister’s visit to Algeria, particularly highlighting advancements in the “Kafra” project. The Nigerien delegation expressed its full commitment to working closely with Sonatrach, Algeria’s state-owned oil company, to expedite the resumption of oil activities in this vital project.
Additionally, the memorandum addresses the Trans-Saharan Gas Pipeline (TSGP) project, underscoring the importance of ongoing coordination meetings to review various aspects and monitor the implementation of decisions made in previous meetings involving the hydrocarbon ministers of Algeria, Niger, and Nigeria. Algeria proposed hosting the next follow-up committee meeting in Algiers.
The discussions also covered the enhancement of cooperation between energy companies in both countries concerning refining and petrochemicals. The Nigerien delegation sought Algeria’s support in developing its refining and petrochemical sectors, aiming to leverage Algerian expertise in establishing and operating facilities, especially with upcoming projects in Niger.
Furthermore, plans for training Nigerien professionals were discussed, with the Nigerien side expressing interest in Algeria’s assistance for capacity building and skill development in the hydrocarbon and refining industries. Algeria committed to providing training courses and guidance for Nigerien professionals, as well as preparing the future workforce through specialized training institutes in the energy and mining sector.
Another key focus of the discussions was the development of local content in the hydrocarbon sector. The Nigerien delegation emphasized its interest in enhancing local content and utilizing local expertise to further develop its hydrocarbon industry, expressing a desire to benefit from Algeria’s experience in workforce development and business participation.
At the conclusion of the visit, the Nigerien Minister of Petroleum extended heartfelt gratitude to Minister Arkab for the warm reception afforded to him and his delegation during their stay in Algeria.
The signing of the memorandum followed a closing meeting at the Ministry attended by officials from both sides. The Nigerien delegation also engaged in discussions with the CEO of Sonatrach and toured various energy and training facilities associated with the Sonatrach group, including the Algerian Petroleum Institute (IAP), exploration and production laboratories in Boumerdès, and the Arzew refinery and petrochemical complex in the Arzew industrial zone in Oran.
