Algeria Outlines Three Priorities for UN Security Council Reform

ALGIERS- In a significant diplomatic move, Algeria has reaffirmed its commitment to supporting the outcomes of the Oyala Summit in Equatorial Guinea, particularly regarding the reform of the United Nations Security Council (UNSC). Ahmed Attaf, the Minister of Foreign Affairs and the Algerian Community Abroad, emphasized Algeria’s willingness to contribute sincerely and earnestly to the collective effort aimed at garnering increased international support for the common African position.
Addressing the meeting of the African Union’s Committee of “Ten” tasked with the UNSC reform, held on the sidelines of the AU Summit, Attaf expressed Algeria’s readiness to collaborate with other African nations to achieve tangible progress within the framework of negotiations under the auspices of the United Nations.
Algeria’s aspirations include coordinating efforts with Sierra Leone to convene a high-level ministerial meeting between the Group of “Ten” and the five permanent members of the Security Council during the 79th session of the UN General Assembly.
Furthermore, Attaf revealed Algeria’s readiness to host the 12th ministerial meeting of the Committee of Ten in June in Algiers. This gathering presents a fresh opportunity to assess the negotiation process and adjust strategies in response to evolving international interest in UNSC reform.
In pursuit of advancing the African position and garnering increased support, Algeria has outlined three key priorities for the upcoming stages:
1. Protecting the Reform Process: Algeria stresses the need to counteract attempts aimed at undermining or weakening the reform process, particularly efforts to dilute the common African position. This includes addressing the historical injustice experienced by the African continent.
2. Advocating for Comprehensive Reform: Algeria calls for the establishment of a comprehensive, balanced, and integrated reform project that goes beyond simply expanding the Security Council’s membership. It should encompass all substantive issues related to the Council’s working methods and approaches to addressing various agenda items.
3. Respecting UN Mandates: Algeria emphasizes the importance of adhering to the mandate approved by the UN General Assembly and drawing inspiration from governmental negotiations conducted under its auspices as a global and consensual framework for addressing UNSC reform. This entails rejecting any attempts to diminish the value of this framework or marginalize it in favor of individualistic initiatives that fail to garner consensus among member states.
In conclusion, Minister Attaf underscored the collective preparation required to tackle these challenges and emphasized the need for unity in adhering to the agreements reached in the Ezulwini Consensus, which advocates for two new permanent seats with veto power for Africa, along with two non-permanent seats, as well as the Syrte Declaration.
