Algiers, Algeria | November 08th, 2024 — The Ministry of Fisheries and Fishery Products in Algeria is set to implement performance contracts for the management of its provincial offices, marking a new approach aimed at enhancing the sector’s productivity and achieving the goals outlined in its 2024-2029 strategy.
Minister Ahmed Badani made this announcement Thursday in Algiers during the national meeting to assess the activities of the sector for the year 2024. The event, which brought together central and local sector officials, directors of affiliated institutions, and representatives from the Algerian Chamber of Fisheries and Aquaculture, focused on the future development of the sector.
Enhancing Accountability and Targeting Sectoral Goals
Minister Badani explained that these performance contracts will serve as detailed action plans for the provincial offices, aligning their efforts with the overarching goals set in the sector’s strategy for 2029. The primary aim is to address existing inefficiencies, remedy shortcomings, and streamline operations through continuous evaluation and accountability. The Minister emphasized the significant responsibility entrusted to sector leaders, noting that they face a “true challenge” in ensuring the successful realization of these objectives.
A Comprehensive Strategy for the Future of Aquaculture and Fisheries
The 2024-2029 sector strategy includes several key initiatives, notably within the aquaculture sector, such as the development of floating cage fish farming. The strategy calls for supporting genuine investors by easing access to concession contracts and offering incentives linked to their investments. Furthermore, efforts will be made to activate provincial committees responsible for awarding aquaculture-related concession contracts, as well as to clear the list of beneficiaries who have failed to implement their projects.
Another crucial element of the strategy is encouraging farmers with large irrigation basins to invest in freshwater aquaculture projects. The plan also includes providing occupational health services, improving access to social security for professionals in the industry, and establishing wholesale markets for fishery products. Additionally, the Ministry aims to promote investment in the transformation and processing of aquaculture products, develop aquaculture activity zones across provinces, and support projects related to the construction, repair, and maintenance of fishing vessels.
Incentives for Modernization and Support for Fishermen
Minister Badani also highlighted the decisions made by the government to strengthen the fisheries sector, including the authorization to import used fishing vessels and motors that are less than five years old. Fiscal incentives for aquaculture activities have also been introduced, such as VAT exemptions and land grants in fishing ports for the construction and repair of vessels. These measures are designed to enhance working conditions for professionals in the sector and address their social concerns.
The introduction of performance contracts is part of a broader effort to modernize Algeria’s fisheries sector, ensure sustainable growth, and improve the livelihoods of those working within it. With a clear roadmap for the next five years, the government aims to solidify the foundations of a thriving and efficient fisheries industry in Algeria.
