Algeria Reinforces National Resilience: Government Advances Legal, Real Estate, and Water Security Reforms

Algiers, Algeria | January 09th, 2025 — Prime Minister Nadir Larbaoui chaired a Government meeting on Wednesday, focusing on fortifying Algeria’s legal and structural frameworks in critical national sectors.
This high-level session addressed Algeria’s ongoing efforts to combat money laundering and terrorism financing, the streamlined procedures for the transfer of state-owned real estate, and the national strategy for water security reinforcement.
Enhancing Potable Water Supply
The Government examined executive decrees linked to the law on preventing and countering money laundering and terrorism financing, reaffirming Algeria’s commitment to strengthening the efficiency of its national framework. This initiative aims to align fully with international standards, particularly the Financial Action Task Force (FATF) recommendations, as highlighted in an official statement from the Prime Minister’s office.
Additionally, the Government reviewed amendments to Executive Decree No. 18-153, issued on June 4, 2018, concerning the conditions and procedures for the transfer of state-owned real estate and properties managed by the Public Real Estate Management Agencies (OPGI). These revisions aim to simplify administrative processes, ensuring greater flexibility for the benefit of legitimate property acquirers.
As part of the continued implementation of President Abdelmadjid Tebboune’s national water security program, the Government received progress reports on the construction of five seawater desalination plants, expected to become operational in the coming weeks. The meeting also assessed the advancement of the Souk El Tleta dam in Tizi Ouzou Province, a project anticipated to significantly bolster potable water supply for the residents of Tizi Ouzou, Boumerdès, and Algiers, with a storage capacity projected to reach 90 million cubic meters annually.
