Algeria, Russia Intensify Investment Dialogue to Expand Economic Partnership

AAPI Director General Omar Rekkache and Russian Chamber of Commerce President Sergey Katyrin discuss pathways to bolster bilateral trade and launch joint ventures across priority sectors in Algeria

Algiers, Algeria | April 22nd, 2025 — In a strategic effort to deepen bilateral economic relations, the Algerian Investment Promotion Agency (AAPI) hosted a high-level Russian delegation on Tuesday, led by Mr. Sergey Katyrin, President of the Chamber of Commerce and Industry of the Russian Federation, accompanied by senior representatives from several regional Russian chambers.

 

The delegation was received by Mr. Omar Rekkache, Director General of the AAPI, at the agency’s headquarters in Algiers. The talks centered on strengthening Russian investment in Algeria and exploring mutually beneficial economic opportunities in key industrial, technological, and infrastructure sectors.

This meeting served as an important platform to review the state of Algerian-Russian relations, with a focus on the economic dimension, which both sides agreed should reach the level of their long-standing and strategic political ties.

During the exchange, the Russian side was presented with a comprehensive overview of the AAPI’s mandate as a one-stop facilitator for domestic and foreign investors, offering personalized support at every phase of project development—from inception to realization. Mr. Rekkache outlined the extensive legal incentives, tax breaks, and streamlined procedures guaranteed under Algeria’s updated investment framework, aimed at attracting wealth-generating, value-added, and job-creating projects.

Highlighting Algeria’s renewed investment vision, Mr. Rekkache reiterated the country’s openness to foreign capital and its ongoing reforms to boost local production, reduce import dependency, and diversify the national economy. He emphasized that Algeria offers special incentives for investments in priority sectors, including renewable energy, agriculture, pharmaceuticals, digital technology, and industrial manufacturing.

He also pointed to significant improvements in Algeria’s business climate in recent years, driven by strong political will and clear directives from the highest state authorities to facilitate foreign investment and foster a competitive and investor-friendly environment.

In response, Mr. Katyrin conveyed Russia’s sincere interest in expanding economic cooperation with Algeria, noting that numerous Russian companies are eager to explore joint ventures with Algerian partners. He underscored the readiness of Russian enterprises to contribute to Algeria’s economic transformation, particularly in fields such as energy, mining, heavy industry, agri-food, and transport logistics.

Both sides concluded the meeting with a concrete agreement to organize virtual bilateral sessions between AAPI and the 130 regional chambers of commerce across Russia, which encompass a wide network of entrepreneurs, industrialists, and investors from diverse economic fields. These virtual exchanges will serve to promote Algeria’s investment potential, explain the legal and financial advantages available, and build direct bridges between Algerian institutions and Russian business communities.

This renewed dialogue reflects the shared will of Algeria and Russia to transition their historic diplomatic alliance into a modern, dynamic economic partnership, laying the groundwork for sustainable, high-impact investments that align with the development priorities of both nations.
