Minister Belaribi Orders a Significant Increase in Allocated Units and Calls for Project Acceleration
Algiers, Algeria | March 5th, 2025 — In a decisive move to expedite Algeria’s housing development, Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, convened a high-level evaluation meeting on Tuesday evening at the headquarters of the National Housing Bank. The meeting was dedicated to assessing the preparations for the upcoming nationwide housing distribution, scheduled to coincide with Algeria’s 63rd Independence Day celebrations on July 5, 2025.
The session brought together key officials, including senior executives from the Ministry of Housing, as well as directors responsible for housing, public infrastructure, urban planning, and architecture from the provinces of Batna, Blida, and Béchar.
Comprehensive Review of Housing Programs
The meeting commenced with a detailed presentation by the Director General of Housing, outlining the national housing program’s current status, including completed, ongoing, and planned projects under the 2025 Finance Law. The review focused on the housing programs specific to the three aforementioned provinces:
- Batna Province: A total of 40,967 housing units are planned across various schemes, with 67% already completed, 9.42% under construction, and 22.49% yet to commence.
- Blida Province: A larger program comprising 102,423 units, with an 85% completion rate, 6.67% in progress, and 7.60% yet to be launched.
- Béchar Province: A total of 34,162 units are planned, but only 40.21% have been finalized, while 11.01% are still being built, and 47.24% remain uninitiated.
Public Infrastructure Projects Under Scrutiny
Beyond housing, the meeting also examined the state of public infrastructure projects in these provinces:
- Batna: 33 public facilities, of which 16 (48.50%) are completed, 10 (30%) are under construction, one is currently halted, and six (18.20%) have yet to begin, including four newly registered for 2025.
- Blida: 122 public facilities, with 55 (45.40%) finalized, 35 (29%) in progress, eight (6.60%) halted, and 23 (19%) pending initiation, including 11 new projects registered for 2025.
- Béchar: 22 public facilities, of which nine (40.90%) have been completed, six (27.30%) are under construction, and seven (31.80%) remain unstarted, including four set for 2025.
Ministerial Directives: Expansion, Acceleration, and Accountability
Following these updates, Minister Belaribi issued a set of firm directives aimed at amplifying the impact of the upcoming July distribution:
- Increase in Allocated Housing Units: The minister called for an upward revision of the number of housing units to be distributed in July to maximize accessibility and address growing demand.
- Strengthened Oversight of Rural Housing and Social Plots: Authorities were urged to enhance coordination between housing and urban planning departments to ensure smooth execution of rural housing programs and social land subdivisions.
- Accelerated Project Completion and Timely Deliveries: To prevent delays, Belaribi emphasized the need for all new projects to commence strictly within the designated timeframes and urged contractors to adhere to agreed schedules.
- Financial Commitments and Contractor Payments: The minister stressed the importance of ensuring prompt financial settlements for all stakeholders involved, in strict compliance with legal frameworks.
- Alignment of Budget Consumption with Progress: The expenditure on projects must correspond to the actual advancement of works to ensure optimal resource utilization.
- Immediate Launch of 2025 Infrastructure Projects: All public infrastructure projects listed in the 2025 plan must commence before June 2025 to maintain momentum.
Additionally, the meeting underscored the urgency of preparing for the 2025-2026 academic year by ensuring that necessary infrastructure, particularly schools and educational facilities, are delivered on time.
