Algiers, Algeria | May 29, 2024 — In a proactive effort to strengthen road safety measures and mitigate the increasing number of accidents, Algeria is on the brink of adopting a points-based driving license system. The Director General of the National Road Safety Delegation (DNSR), Ahmed Naït El-Hocine, reiterated this pivotal initiative, signaling its potential implementation by 2026.
El-Hocine emphasized the advanced stages of development for the points-based driving license system, projecting an operational rollout within one to one and a half years. The core objective of this system is to instill responsible driving habits by penalizing reckless behavior on the roads while incentivizing safer driving practices.
The comprehensive plan includes conducting awareness workshops to assist drivers in reclaiming lost points due to traffic violations. These workshops will serve as vital educational platforms, enlightening drivers on safe driving norms and the critical significance of adhering to traffic regulations.
Addressing Escalating Road Fatalities
El-Hocine raised alarm over a disturbing surge in road accidents during the first quarter of 2024. A staggering 6,462 accidents were documented during this period, resulting in 858 fatalities and 8,506 injuries. These figures surpass previous year statistics, underlining the urgent need for robust road safety interventions.
Statistics unveiled that nearly 20% of drivers involved in traffic mishaps possessed driving licenses issued within the past two years. Conversely, drivers with licenses exceeding five years constituted a mere 5% of recorded accidents, underscoring the pivotal role of driving experience in accident prevention.
Revamped Examination Procedures
Discussing the revamped driving license examination protocols, El-Hocine disclosed a recent partnership pact with the Center for Scientific and Technical Information Research (Cerist). The collaboration aims to digitize the theoretical segment of the driving license exams, facilitating comprehensive tracking of candidates’ progress from enrollment to theoretical test completion.
Elaborating on the examination mechanism, El-Hocine outlined a multimedia-driven approach, wherein candidates interact with questions presented on a computer interface. The automated system, devoid of human intervention, swiftly evaluates candidates’ responses, ensuring heightened rigor and precision.
In conclusion, El-Hocine underscored that while driving schools will continue candidate training, DNSR centers will oversee examination administration. The phased introduction of these novel measures, starting in select provinces before nationwide integration, aspires to mitigate road calamities and foster a culture of safer driving nationwide.
