Algeria, Tunisia, Libya: A New Era of Economic Integration
Maritime Lines, Road Networks, and Common Investment Projects Pave the Way

ALGIERS- In a bid to address current and future challenges impacting their populations, Algeria, Tunisia, and Libya are forming a new economic bloc, as outlined in the final declaration of the presidents’ meeting held in Carthage, Tunisia. The emphasis was placed on the necessity of “strengthening economic cooperation between the three countries to form an economic bloc capable of meeting the aspirations of the populations.” This declaration comes in a global context that demands intensified and unified efforts to launch joint projects for economic development and resource exploitation.
The Carthage declaration underscored the need to mobilize all means to ensure energy and water security across the three countries and to remove obstacles hindering economic exchanges. This initiative marks the beginning of a new era of cooperation among the countries, aiming to take control of their destiny and position themselves as a bloc in a market of over 60 million inhabitants, offering opportunities for businesses from all three countries.
Integration and Progress
The three presidents agreed on “economic integration, the launch of joint investment projects in priority sectors, including agriculture, energy, seawater desalination, and the acceleration of electricity connection projects between the three countries.” Algeria and Tunisia have already made progress, notably with the signing of the Carthage Declaration on “economic integration” in 2021, aimed at revitalizing economic exchanges. Libya faces security challenges, yet dialogue persists. Recently, the national oil company resumed exploration activities in Libya, and Sonelgaz is preparing to export electricity to Libya. The reopening of the Debdab border crossing, linking Algeria and Libya, further signifies efforts to boost economic exchanges.
Removing Barriers
To facilitate better trade between the three countries, the Carthage Declaration includes “the launch of a maritime line and the construction of a road network for goods transportation,” along with the removal of all barriers hindering exchanges.
While this initiative may experience some delays, economic integration in this North African region presents significant opportunities for economic actors seeking new markets. The Carthage Declaration reflects the commitment of the leaders of the three countries to the success of this economic bloc formation project. It requires leveraging local skills and enhancing the performance of economic actors in all three countries to exploit existing potential. Strategic partnerships between the countries are key, with Algeria bringing extensive experience in the energy sector, Tunisia in manufacturing, and Libya in mining, especially steel production. The goal is to find complementarity for more effective cooperation to drive economic development in the region.
