Algeria-Turkey Joint Commission Enhances Bilateral Cooperation Across Sectors

Algiers- Algeria, May 9, 2024 –  The 12th session of the Algeria-Turkey Joint Intergovernmental Commission on Economic, Scientific, and Technical Cooperation, which concluded its proceedings on Wednesday in Ankara, Turkey, was marked by the signing of a minutes of discussions aimed at enhancing and broadening bilateral cooperation across various sectors, according to a statement from the Ministry of Energy and Mines.

The minutes of discussions were co-signed by the Minister of Energy and Mines, Mohamed Arkab, and the Turkish Minister of Family and Social Services, Mahinur Ozdemir. The statement said that “the minutes cover areas and prospects of cooperation in all sectors, including energy and mines, manufacturing industry, pharmaceutical production, transportation, information and communication technologies, startups, agriculture, hydraulics, and public works.” A protocol of agreement was also signed between the civil aviation authorities of both countries to intensify air travel between Algeria and Turkey, the statement further noted.

The 12th session of the Algeria-Turkey Joint Intergovernmental Commission is “part of the ongoing dynamic in Algerian-Turkish relations under the enlightened leadership of Presidents Abdelmadjid Tebboune and Recep Tayyip Erdogan, characterized notably by intensified high-level political dialogue and strengthened economic and commercial exchanges,” the statement read.

The session witnessed the participation of several sectors, “reflecting the density of Algerian-Turkish sectoral cooperation and the importance both parties place on its reinforcement and expansion,” according to the same source, which indicated that the proceedings of this session were conducted in a “positive” atmosphere, reflecting the excellent relations between the two countries and their willingness to enhance cooperation in all fields.

Trade Exchanges Exceeding $5 Billion USD in 2023, Excluding Hydrocarbons

In their opening addresses at this session, Mr. Arkab and Mrs. Ozdemir Goktas hailed the “excellence of bilateral relations and the convergence of views of the two countries on the main regional and international issues of common interest.” Emphasis was particularly placed on the progress made over the past three years in terms of economic and trade exchanges, with a call for their reinforcement and diversification to achieve the objective set by the presidents of both countries, namely to reach, in the medium term, $10 billion USD in trade exchanges.

Algerian-Turkish economic relations are witnessing an “unprecedented” evolution, with the volume of trade exchanges between the two countries exceeding five (5) billion USD in 2023, excluding hydrocarbons, making Algeria Turkey’s second-largest trading partner in Africa, the statement highlighted, also recalling the joint investments made by several companies from both sides, such as Tosyali and Tayal in Algeria, as well as the petrochemical complex project between Sonatrach and Ronesans Holding in Turkey.

Various meetings between businessmen have contributed to strengthening economic exchanges. Turkey will participate as the guest of honor at the 55th edition of the Algiers International Fair (FIA) to be held next June, the statement added.

1300 Turkish Companies in Algeria

On the sidelines of the 12th session of the Algeria-Turkey Joint Intergovernmental Commission on Economic, Scientific, and Technical Cooperation, Mr. Arkab held talks with the Turkish Minister of Family and Social Services, during which they discussed the “excellent” state of cooperation between the two countries in many areas, notably energy and mines. On this occasion, Mr. Arkab emphasized “the importance of strengthening and developing bilateral cooperation in accordance with the recommendations of the presidents of the two countries,” noting “the willingness of both countries to create a joint venture in the field of mining research and exploitation.”

For her part, the Turkish Minister reiterated her government’s determination to achieve the goal of reaching $10 billion in commercial exchanges, as well as to develop cooperation in the mining and agricultural sectors and to strengthen the presence of Turkish companies in Algeria, currently numbering 1300.

The two parties discussed Turkey’s participation as the guest of honor at the FIA next June, the project to establish an Algerian cultural center in Istanbul, and the opening of a branch of the Turkish public bank “Ziraat.” Discussions also focused on ongoing talks between Sonatrach and Tosyali to strengthen cooperation in the development of hydrogen, and between Sonatrach, Turkish Petroleum (TPAO), and BOTAS in the field of hydrocarbons, the statement concluded.
