Algeria, United States Sign Agreement on Climate Action, Methane Emission Reduction

Algiers, Algeria | October 14th, 2024 — In a significant step towards addressing the global climate crisis, Algeria and the United States signed a Memorandum of Understanding (MoU) aimed at enhancing cooperation on climate action, with a particular focus on reducing greenhouse gas emissions, specifically methane. This agreement underscores the commitment of both nations to tackle one of the most pressing environmental challenges of our time.

The MoU was formalized by Algeria’s Minister of Energy and Mines, Mohamed Arkab, and the U.S. Ambassador to Algeria, Elizabeth Moore Aubin, during the opening ceremony of the 12th Africa & Mediterranean Energy & Hydrogen Exhibition and Conference (NAPEC 2024) in Oran. The signing event was attended by key figures, including Algeria’s Minister of Environment and Renewable Energies, Fazia Dahlab, Minister of Vocational Training and Education, Yacine Merabi, CEOs of Sonatrach and Sonelgaz, Rachid Hachichi and Mourad Adjal, alongside ambassadors from several nations.

Minister Arkab emphasized the importance of this agreement, stating, “The numerous discussions and consultations between our two countries have culminated in this extremely significant MoU. It is a vital step for Algeria, particularly as it aligns with our international commitments on climate change. This accord supports our ongoing efforts to identify pollution sources and reduce greenhouse gas emissions, especially methane, which poses a critical threat to our environment.”

The MoU lays out a comprehensive framework for cooperation between Algeria and the United States, including a series of joint activities. These initiatives will focus on reducing methane emissions through the identification of emission sources, the organization of workshops, conferences, and knowledge exchanges, as well as the development of training programs. Additionally, pilot projects employing advanced technologies will be implemented to combat methane emissions, particularly in Algeria’s hydrocarbon sector. The MoU also paves the way for the establishment of strategies aimed at reducing greenhouse gases, with methane being a top priority.

In further detail, the agreement seeks to facilitate the exchange of technical, regulatory, and legal expertise, as well as best practices related to detecting, measuring, and mitigating greenhouse gas emissions. The goal is to significantly reduce methane emissions in both Algeria and the United States. The MoU also aims to bolster cooperation between government institutions, academic bodies, scientific research centers, and national companies from both nations, fostering a collaborative effort towards achieving these ambitious environmental goals.

Minister Fazia Dahlab reinforced the importance of this collaboration, noting that the MoU will significantly contribute to Algeria’s strategy for combating emissions that lead to global warming. “This agreement forms part of our nation’s active participation in the global fight against toxic gas emissions,” she said, highlighting Algeria’s role in global environmental efforts.

U.S. Ambassador Elizabeth Moore Aubin echoed these sentiments, emphasizing the United States’ strong commitment to collaborating with Algeria and other global partners to curb greenhouse gas emissions and mitigate the effects of climate change. “Our shared responsibility to limit harmful emissions, particularly methane, reflects the urgency of addressing the climate crisis. The United States stands ready to support Algeria in this essential endeavor,” she remarked.
