Algiers, Algeria | March 3rd, 2025 — In a decisive step towards modernizing public administration and optimizing housing project management, Algeria’s National Agency for Housing Improvement and Development (AADL) is set to launch a digital platform dedicated to streamlining the “AADL 3” program. This strategic move, scheduled for next week, was announced by AADL’s Director General, Riad Guemdani, during a national radio broadcast.

 

Revolutionizing Housing Administration: A Leap Towards Digitalization

This initiative underscores the government’s commitment to transparency, efficiency, and digital transformation in public services. Guemdani emphasized that the platform will allow all registered applicants, not just those provisionally accepted, to update and correct their personal data, eliminating administrative discrepancies that could hinder the application process.

 

With over 1.4 million applicants—of whom 1.024 million have been provisionally accepted—the platform is poised to revolutionize the management of a program of this scale. Designed to be accessible via the agency’s official website, it will empower applicants to track the progress of their requests in real time, eliminating the need for physical visits and reducing bureaucratic bottlenecks.

 

“This digital interface is a significant advancement that aligns with our overarching goal of modernizing administrative services and ensuring a seamless experience for citizens,” Guemdani stated. “It will enable applicants to rectify any errors and follow their application status with ease, reinforcing transparency and trust in the process.”

 

Ensuring Equitable Distribution and Modern Urban Planning

 

AADL 3 is set to cover all 58 wilayas, including newly established administrative divisions, ensuring a balanced geographical distribution of housing units. To guarantee the highest standards of urban development and residential comfort, AADL has enlisted specialized engineering firms and young Algerian graduates to contribute their expertise in designing modern, high-quality housing units.

 

“Our approach is not merely about constructing buildings but about crafting sustainable and livable communities that meet the evolving needs of Algerians,” Guemdani noted. “We are committed to upholding superior urban planning standards, ensuring accessibility, and integrating essential public services into each development.”

 

Affordable Housing: A Key Government Priority

 

Affordability remains at the heart of the government’s housing policy, as reaffirmed by Mohamed Mardjani, Director General of Housing at the Ministry of Housing. “The government is fully committed to maintaining housing prices at accessible levels, tailored to the financial capabilities of middle and low-income households,” he assured.

 

In line with this commitment, payment plans will offer considerable flexibility, with installment periods ranging from 360 to 420 months. However, Mardjani clarified that final pricing will be determined following comprehensive economic studies and the establishment of a meticulously defined contractual framework to ensure fair and transparent pricing.

 

A Track Record of Success: Algeria’s Housing Boom

The government’s sustained focus on housing development has yielded remarkable results over the past two years. Between 2022 and 2024, over 1.7 million housing units of various types have been delivered across Algeria. The rural housing sector, in particular, has received heightened attention, with over 580,000 units allocated to enhance rural stability, support agricultural development, and curb rural exodus.

 

“This territorial planning strategy aligns with the directives of the President of the Republic and incorporates both direct and indirect financial assistance to rural families,” Mardjani highlighted. “The provision of fundamental infrastructure, such as electricity, potable water, and sanitation networks, underscores the state’s commitment to fostering sustainable rural development.”

 

Prioritizing Social Housing and Quality Standards

 

Social rental housing remains a top government priority, with 480,000 units earmarked for low-income families. This effort is complemented by a range of homeownership programs, including subsidized and promotional public housing, aimed at expanding housing accessibility for diverse socio-economic groups.

 

The drive for quality is an integral part of this ambitious housing strategy. The Ministry of Housing has implemented rigorous oversight mechanisms at every stage of the construction process—from design to completion—to ensure compliance with international standards. “The selection of construction firms and engineering consultancies follows stringent criteria outlined in a meticulously crafted contract framework,” Mardjani asserted. “This ensures that only highly qualified and experienced operators are entrusted with executing these large-scale projects.”

 

Through these sustained efforts, the Algerian state reaffirms its resolute commitment to addressing the housing needs of its citizens while championing an urban development vision that is balanced, modern, and sustainable.
