Algerian Communication Minister Laagab Unveils New Media Bill Rooted in Freedom of Information for Journalists, Citizens

Algiers, November 7, 2023 – Algeria’s Minister of Communication, Mohamed Laagab, introduced a comprehensive legislative project concerning written and digital journalism activities. The initiative, designed to revamp Algeria’s legislative framework governing the communication sector, seeks to align it with contemporary developments in technology and society.
Speaking before the People’s National Assembly, Minister Laagab highlighted that this legislation is tailored to enhance democratic ideals and the principles of freedom of the press, given the ever-evolving global landscape, particularly in the realm of technology.
“This project aims to bridge the gap between the existing legislation for traditional media and the rapid technological advancements. It simultaneously respects the realities of the media and communication sector,” noted Laagab.
Laagab explained that the legislation is rooted in the principle of the right to information, encompassing the citizens’ right to access information and journalists’ right to disseminate it.
The legislation prioritizes adhering to a set of regulations and guidelines for media practice, emphasizing respect for religious constants and refraining from promoting violence or hatred, in accordance with Article 2 of the Algerian constitution.
Minister Laagab asserted that the legislative project is geared towards rectifying numerous shortcomings present in the prior media legislations, providing a robust and legal foundation for the practice of journalism.
From the outset, the project aimed to define key concepts and identify individuals and entities authorized to engage in written and digital journalism.
Laagab emphasized the legislation’s requirement for digital media outlets to be of Algerian origin, ensuring the prevention of monopolization.
The law also mandates that those intending to import foreign publications obtain licenses from the Ministry of Communication.
“By regulating the sector and adhering to the established media law, we intend to establish an authority for regulating written and digital journalism. The authority will issue further conditions through an implementing decree,” said Minister Laagab.
Laagab concluded his presentation by reiterating the shared commitment to provide the media sector with a robust and durable legal framework, enabling journalists to practice their profession comfortably and empowering citizens with reliable and truthful information, ultimately serving the nation and its people.
