Algerian FM Attaf Champions Strategic Overhaul of AU Partnerships, Stresses Sovereignty and Financial Self-Reliance

Algiers, Algeria | July 19th, 2024 — In a compelling address at the 45th session of the African Union (AU) Executive Council, Algerian Foreign Minister Ahmed Attaf advocated for a profound re-evaluation of the AU’s international partnerships. Emphasizing the necessity of a strategic framework that upholds African dignity, sovereignty, and collective interests, Attaf’s remarks reflected a pivotal moment in the AU’s evolving diplomatic and financial landscape.

Reaffirming Algeria’s Commitment

Attaf reaffirmed Algeria’s strong support for the February 2023 framework, which outlines the AU’s partnership policies and strategic objectives. He stressed the critical need for the AU to be positioned as a central player in all current and future international partnerships. Attaf criticized the existing partnership network for its detrimental impact on the AU’s credibility, noting that recent expansions of this network have occurred with inadequate input from member states. This lack of consultation, he argued, undermines core principles of sovereign equality, mutual respect, and shared interests, thus weakening the organization’s overall effectiveness.

Critique of Unilateral Decision-Making

A significant portion of Attaf’s speech focused on the issue of unilateral decision-making by host countries. He expressed concerns about how such practices compromise the foundational principles of partnership, where decisions are made without adequately considering the perspectives of African participants. Attaf specifically highlighted the exclusion of AU founding members from influential events, such as the Tokyo International Conference on African Development (TICAD). He argued that these practices are contrary to the AU’s mission of fostering unity and cohesion among African nations.

Emphasis on Unity and Integration

Reflecting on the legacy of Kwame Nkrumah, Attaf urged a return to the AU’s original ideals of unity and integration. He called for renewed efforts to prevent the fragmentation of African states and to honor the vision laid out by the AU’s founders. Attaf emphasized that achieving greater unity among African nations is essential for the continent’s progress and cohesion.

Call for Sustainable Self-Financing

In addressing financial and administrative issues, Attaf advocated for increased efforts to secure sustainable self-financing for the AU through African resources. He supported the proposed cap on member state contributions at $200 million as a crucial step towards achieving financial independence. Attaf also stressed the importance of adhering to established financial regulations to avoid misuse and ensure the organization’s autonomy. By bolstering financial self-reliance, Attaf believes the AU will be better positioned to assert its independence and efficacy in its global engagements.
