Algerian FM Attaf Hosts UN Acting Head Stéphanie Khoury to Address Libyan Crisis

Algiers, Algeria | August 6th, 2024 — On August 5, 2024, Algerian Foreign Minister Ahmed Attaf welcomed Stéphanie Khoury, Acting Head of the United Nations Support Mission in Libya (UNSMIL), to Algiers for a high-level discussion focused on the ongoing Libyan crisis. Attaf reaffirmed Algeria’s steadfast and unconditional support for these international efforts, emphasizing Algeria’s commitment as a non-permanent member of the Security Council and through its influential roles in regional and international organizations, including the African Union (AU).
Attaf expressed concern over the enduring nature of the Libyan crisis, which has now spanned thirteen years, becoming increasingly complex with diminished prospects for a political solution. He lamented the continued persistence of the crisis, noting its exacerbation due to significant foreign interventions.
Addressing Foreign Interventions and Promoting Political Solutions
Attaf identified foreign interventions as a key factor complicating the Libyan crisis. He argued that the resolution to the conflict lies in halting these external interferences—whether political, military, or security-related. He urged all foreign parties to cease their meddling and practices that deepen divisions within Libya, asserting that the cessation of such interventions is critical for enabling Libyans to overcome internal rifts and advance towards a Libyan-led political solution.
The Path Forward: Elections and National Reconciliation
Attaf emphasized that a consensual platform should pave the way for free and fair elections. Such elections would allow the Libyan people to choose representatives who genuinely reflect their interests and concerns, facilitating the establishment of cohesive institutions capable of countering foreign influences and restoring Libya’s regional and international standing.
The Minister outlined four key priorities for the current phase of the crisis:
- Avoiding Electoral Milestones as Ends in Themselves: He stressed that the electoral process should be viewed as a component of a broader and inclusive goal, with its success dependent on the completion of preparatory steps.
- Maintaining the Ceasefire Agreement: Upholding the current ceasefire is crucial for maintaining stability.
- Supporting UN-led Initiatives: He advocated for aligning other efforts with UN initiatives as a foundation for resolving the crisis.
- Advancing National Reconciliation: Despite challenges, the importance of pursuing national reconciliation to foster unity and national cohesion was underscored.
UN and Algeria’s Collaborative Efforts
Stéphanie Khoury acknowledged Algeria’s essential role in supporting the UN’s efforts to address the Libyan crisis. She described the discussions with Minister Attaf as “profound and highly beneficial,” emphasizing the focus on security and economic challenges, regional stability, and shared objectives between Algeria and the UN. Khoury highlighted the collaborative goal of establishing a unified Libyan state and ensuring regional stability.
