Algerian FM Attaf Warns Against Military Interventions: A Lack of Success and Uncertain Endings

ALGIERS, August 16, 2023 – In an exclusive interview with The Washington Post, Algerian Minister of Foreign Affairs and the National Community Abroad, Ahmed Attaf, shed light on the multifaceted challenges facing Algeria and the wider Sahel region. The minister underscored Algeria’s commitment to political dialogue, diplomacy, and addressing economic factors in resolving complex crises, while expressing reservations about military interventions as well as border restrictions.

Against the backdrop of heightened regional tensions and security concerns, Attaf emphasized that the depth of relations between Algeria and the United States could be gauged by the frequency of high-level visits between the two nations. Notably, several senior officials from the US State Department have recently visited Algeria, indicating a shared understanding of the multitude of pressing issues in the region.

Discussing Algeria’s stance on the ongoing crisis in Niger, Attaf outlined three core principles that were agreed upon during discussions with US officials. These principles revolved around respecting the constitutional and democratic system, restoring President Bazoum as the legitimate leader of Niger, and prioritizing conflict resolution. Attaf highlighted the necessity of transforming these principles into practical political realities to bring about peace in Niger.

When queried about the possibility of President Bazoum’s return to power, Attaf acknowledged the volatility of the situation and the need to respond to developments on an hourly basis. He noted ongoing consultations among various stakeholders, including ECOWAS, regional parties, and the European Union, aimed at achieving a peaceful resolution to the crisis.

Addressing the topic of military interventions in the region, Attaf offered a nuanced perspective. He expressed skepticism about the effectiveness of such interventions, citing the example of Libya, which left a lasting impact on the region. Attaf stressed the need for political and diplomatic solutions, underlining the careful considerations within ECOWAS regarding the potential of military intervention. He pointed out the uncertainty of the outcome and the potential for unintended consequences.

The Algerian diplomat also expressed reservations about border restrictions, particularly in the context of sanctions. He argued that the porous borders between countries in the region, such as Mali and Niger, necessitate cooperation rather than isolation. Algeria’s concerns were rooted in the potential humanitarian consequences, as communities on both sides of the border rely on cross-border access for medical care, trade, tourism, and essential supplies.

Highlighting the escalating threat posed by terrorist groups in the Sahel, Attaf emphasized the urgent need for extensive coordination among regional nations. He drew attention to the expansion of these groups and their transformation into formidable “terrorist armies,” requiring a collaborative approach to combat the menace.

On the issue of addressing illegal immigration and treating migrants humanely, Attaf shared his perspective on the economic underpinnings of the challenge. He stressed that resolving this issue required not only political and diplomatic efforts but also substantial economic investment to address root causes.

As the interview concluded, Minister Attaf’s insights provided a comprehensive understanding of Algeria’s strategic approach to the region’s challenges. With a focus on diplomatic dialogue, regional cooperation, and economic solutions, Algeria aims to foster stability, security, and prosperity in the Sahel.
