ALGIERS- In an exclusive interview with Al Jazeera, Ahmed Attaf sheds light on the complexities of Algeria’s diplomatic ties with France, Spain, and Morocco.
In a departure from diplomatic norms, Algerian Foreign Minister Ahmed Attaf openly discussed the current state of relations with France, Spain, and Morocco in an exclusive interview with Al Jazeera. Addressing various aspects, Attaf provided insights into the challenges and dynamics shaping Algeria’s diplomatic landscape.
France: Clearing the Air on Tebboune’s Visit
Attaf clarified the reasons behind the postponement of President Tebboune’s visit to France, acknowledging the fluctuating nature of the bilateral relationship. He revealed that the delay was attributed to a lack of substantive content for discussion during the visit. Five key issues, including matters related to memory, mobility, economic cooperation, and nuclear testing, are under preparation for mutual discussion. Attaf disclosed that France, adhering to its “historical” positions, is hesitant to make concessions, even refusing symbolic gestures like returning the sword and burnous of Emir Abdelkader. The Minister expressed concern about France’s reluctance to embrace a genuine partnership and resolve historical colonial issues.
Spain: Resolving Tensions and Rebuilding Relations
Discussing Algeria’s relationship with Spain, Attaf acknowledged previous tensions linked to Spain’s stance on the Western Sahara issue. He emphasized that Spain, as a former colonial power, has a moral and historical responsibility to oppose Morocco’s occupation of the territory. Relations soured when Spain supported Morocco’s autonomy proposal for Western Sahara. However, Attaf underscored that Spain is not considered an enemy, and ties improved after Spain adjusted its position, aligning more closely with Algeria’s perspective during Prime Minister Sanchez’s recent UN speech.
Morocco: Unresolved Conflicts and Missed Opportunities
Attaf painted a bleak picture of Algeria’s relations with Morocco, highlighting persistent provocations and the failure of attempts to ease tensions. Despite Algeria’s numerous peace initiatives and offers of assistance, Morocco has been unyielding in addressing key issues. Attaf cited Morocco’s rejection of Algerian aid after a devastating earthquake as a poignant example of the deep-seated animosity. He expressed disappointment at the lack of political will from Moroccan authorities to engage in meaningful dialogue.
Palestine: Regretting Arab Regression
Attaf expressed regret at the disparate positions within the Arab League regarding the ongoing Zionist-Palestinian conflict. He attributed this divergence to some Arab states’ normalization with the Zionist entity, asserting that such normalization doesn’t contribute to peace or a two-state solution. Algeria calls for a united Arab stance, especially in the resolutions of the upcoming Arab Summit in Algiers, to address the escalating situation in Palestine.
