Algerian Government Reinforces Support for People with Disabilities on International Day of Persons with Disabilities

Algiers, Algeria | December 3rd, 2024 —  On December 3, 2024, Algeria’s Minister of Labor, Employment, and Social Security, Mr. Fayçal Bentaleb, alongside the Minister of National Solidarity, Family, and Women’s Affairs, Mrs. Soraya Mouloudji, presided over the national observance of the International Day of Persons with Disabilities. The event, held at the Golden Tulip Hotel in Algiers, was organized under the theme: “Enhancing Entrepreneurial Capacities of Persons with Disabilities for an Inclusive and Sustainable Future.”

The occasion also saw the signing of an agreement between the National Office for Artificial Limbs and Related Devices (ONMIA) under the Ministry of Labor, Employment, and Social Security and the General Directorate for the Protection and Promotion of Disabled Persons under the Ministry of National Solidarity. The agreement aims to strengthen collaboration between the two ministries to better support this community.

During his address, Minister Bentaleb extended his heartfelt congratulations to Algerian citizens with disabilities, emphasizing that this agreement aligns with Algeria’s commitment to enhancing national solidarity. He further affirmed that the agreement embodies the implementation of the 2020 Constitution’s provisions, as well as international agreements that Algeria has ratified to ensure the protection and inclusion of persons with disabilities. The Minister highlighted various legislative and regulatory measures that promote the rights of persons with disabilities and their integration into society.

To date, the public employment service has registered 4,320 job applications from people with disabilities, with 438 placements achieved by October 2024, marking an increase over the previous year’s total of 388. The Minister also emphasized that first-time job seekers among this demographic benefit from unemployment allowances, with 4,163 individuals receiving such support by November 2024. Additionally, efforts to improve accessibility include training reception staff in sign language and upgrading facilities to ensure ease of access.

The social security system also provides vital assistance, including reduced subscription fees for non-active individuals and the coverage of costs for prosthetic devices. By the end of October 2024, 109,874 people benefited from artificial limbs and related devices, with a total financial commitment of 6.6 billion Algerian dinars. The National Office for Artificial Limbs has provided over 1.6 million prosthetic devices in 2024 alone, highlighting the scale of the sector’s impact.

Minister Bentaleb also praised the role of the Musrgine Rehabilitation and Orthopedic Surgery Center in Oran, which supports the reintegration of individuals injured in workplace accidents, in addition to providing essential social services. These services include 37,480 home visits to patients and persons with disabilities up to October 2024.

The signing of this agreement marks a crucial step in empowering individuals with disabilities, ensuring their inclusion in social, educational, and professional spheres, while safeguarding their well-being. The ceremony also recognized the achievements of athletes with disabilities, who brought home 11 medals from the Paralympic Games, securing Algeria’s position as a leader in Africa and the Arab world in terms of athletic success.

To further demonstrate the growing support for persons with disabilities, a special exhibition was organized showcasing entrepreneurial projects by people with disabilities who have received microcredit loans from the National Agency for Microcredit Management.

This collaborative agreement between the Ministry of Labor, Employment, and Social Security and the Ministry of National Solidarity aims to facilitate greater independence for persons with disabilities through improved access to employment, education, and training opportunities, as well as enhancing their protection from worsening disabilities, enabling them to fully participate in Algeria’s social and professional life.
