This potential is largely owed to the vision and unwavering commitment of Hichem Meguellatni, an Algerian entrepreneur who has invested a staggering 22 billion centimes of his personal funds into what would be the town’s first five-star luxury hotel. However, despite this monumental investment and the promise of significant economic uplift for the region, the project has encountered relentless bureaucratic roadblocks that threaten its completion.
A Visionary’s Homecoming
Meguellatni, a seasoned architect with over two decades of experience in France, where he holds the position of regional director for a leading national construction firm, returned to Algeria in 2014 with a clear mission: to contribute to his homeland’s development by investing in its tourism sector. An alumnus of the renowned Institute of Architecture in Constantine, he recognized the untapped potential of Bou Saâda, a town brimming with historical and cultural significance, yet stifled by inadequate infrastructure.
“In 2015, I embarked on this ambitious endeavor in Bou Saâda with the intent to elevate it into a premier tourist destination,” Meguellatni explained in an exclusive interview with Dzair Tube. “My goal was not merely to construct a luxury hotel but to catalyze a tourism renaissance that would invigorate the local economy and offer sustainable employment for the community.”
Bou Saâda: An Untapped Treasure
Bou Saâda, with its serene landscapes and rich historical tapestry, has long captivated the admiration of both Algerians and international visitors. Its strategic location, serving as a bridge between the Sahara and the northern mountains, positions it as an ideal site for tourism development. However, the town has struggled to fully harness its potential, hampered by a lack of high-quality infrastructure, particularly in the hospitality sector.
“We possess some of the most stunning natural and historical sites in the world,” Meguellatni emphasized. “Yet, to emerge as a global tourist destination, it is imperative that we develop not just the hospitality sector, but the entire ecosystem that supports tourism. This includes modernizing transportation, preserving our cultural heritage, and ensuring a holistic and unforgettable experience for visitors.”
A Bureaucratic Quagmire
Despite having secured all requisite approvals from key state departments—ranging from the Directorate of Environment to the Directorate of Urban Planning and the Wilaya of M’sila—Meguellatni’s project has been mired in local bureaucratic inertia. The most egregious obstacle has been the local property administration’s inexplicable refusal to issue the final contracts, despite the project being nearly 20% complete.
“The most disheartening aspect of this journey has been navigating the local bureaucratic labyrinth,” Meguellatni lamented. “Although I have received the necessary clearances from the central government and adhered to all legal protocols, the local authorities in Bou Saâda have been unreasonably slow in processing the final property titles, which are critical for advancing the construction. I’ve already invested a considerable portion of my own savings, yet without these contracts, the project remains at a standstill.”
This bureaucratic impasse is not an isolated incident but rather indicative of a broader systemic issue that has stymied the progress of numerous investors in the region. “There are at least 14 other investors who, like me, are caught in this web of administrative delays. This situation is profoundly discouraging and sends a damaging message to the Algerian diaspora who are considering investing in their homeland.”
A Desperate Call for Reform
Meguellatni’s ordeal underscores a pressing need for a radical overhaul of Algeria’s investment climate, particularly in streamlining bureaucratic procedures and ensuring a transparent and efficient process for investors, especially those from the diaspora who are eager to contribute to the nation’s progress.
“The state has made commendable efforts in promoting strategic sectors like tourism,” Meguellatni acknowledged. “However, these initiatives will only bear fruit if we can dismantle the entrenched bureaucratic barriers that are stifling progress. Algeria must cultivate a business-friendly environment where investors are not deterred but encouraged to realize their projects.”
Despite the formidable challenges, Meguellatni remains hopeful that his project will ultimately come to fruition, heralding not just a luxury hotel but a broader economic revitalization for Bou Saâda. The hotel, once completed, is expected to generate between 200 and 250 jobs for local residents, providing stable employment opportunities and contributing to the town’s socioeconomic uplift. The facility will boast a comprehensive suite of amenities, including gourmet restaurants, a state-of-the-art banquet hall for events, a swimming pool, and 222 elegantly designed rooms.
Looking Ahead: A Vision Undeterred
Despite the mounting frustrations, Meguellatni’s resolve remains unshaken. “I have an unwavering belief in Algeria’s potential and in Bou Saâda’s future as a key tourist destination,” he affirmed. “With the right support and the elimination of unnecessary bureaucratic delays, we can transform this town into a beacon of Algerian tourism, benefiting both the local community and the nation at large.”
