– Your Majesties, Your Highnesses, Your Excellencies
– Mr. Secretary-General of the Arab League,
The Arab Summit convenes today amidst a challenging international context and an increasingly complex regional situation.
The acute crisis that has profoundly impacted international relations is now a reality whose repercussions are felt across the globe. The paralysis of multilateral international action mechanisms, foremost among them our United Nations organization and its central organ, the Security Council, serves as further evidence of the severity of this acute crisis, which jeopardizes the present and future of peace, security, development, and prosperity worldwide.
You are well aware that our Arab region is also undergoing a pivotal juncture, fraught with challenges and crises whose dangerousness and complexity are manifested in the existential threats facing our brethren in Gaza and the dangers confronting the Palestinian cause, aimed at its liquidation. Our central cause now, more than ever, requires a unified and strong Arab nation, at the forefront of its defenders and those who strive for the establishment of an independent and sovereign Palestinian state, as a just, sustainable, and definitive solution to the Arab-Israeli conflict.
To this end, Algeria has worked diligently, since its membership in the Security Council, out of loyalty and dedication, to elevate the status of the Palestinian cause to the rank of a central issue and the oldest question on the agenda of our United Nations organization, as well as the most important issue to be placed at the top of the priorities of the international community, and to support it by mobilizing all necessary efforts, given its place in the hearts of our peoples.
In this context, and in addition to the demands dictated by the current situation in terms of intensifying pressures to end the Israeli aggression, guaranteeing the delivery of humanitarian aid, and halting the deportation of Palestinians, our firm conviction in Algeria is that:
– The post-war period in Gaza must be completely different and opposed to the pre-war period,
– The post-war period in Gaza calls for the unification of ranks, the federation of energies, and the mobilization of efforts to revive a conflict settlement that is underpinned by just, sustainable, and definitive foundations, in accordance with international instruments to which the international community has adhered, including references, safeguards, and immutable legality,
– The post-war period in Gaza must undoubtedly give birth to the Palestinian national project, consisting of the establishment of an independent, sovereign Palestinian state, without restrictions, conditions, or hindrances.
In this regard, we welcome the growing momentum of official recognitions of the State of Palestine and the increased support for its admission as a full-fledged member state of the UN.
Your Majesties, Your Highnesses, Your Excellencies,
While I address the Palestinian cause with such abundance, it remains true that we are equally sensitive to the multiple and complex crises affecting our Arab countries at the security, political, economic, and social levels.
The situation in Sudan, Libya, and Yemen, sisterly countries, and in the rest of the Arab countries, deprived of peace and security, also calls for a major Arab role that can extinguish the fire of discord among the children of the same country and shield them from the threats and dangers that loom due to exacerbated foreign interventions, increasingly fierce.
The effectiveness of joint Arab action and its efficiency in this particular situation and the major challenges it carries necessitates placing the reform of the Arab League at the top of the priorities, a reform whose urgency is becoming increasingly pressing, especially as the reasons are now known to all:
– Reform is necessary, first and foremost, to make up for our missed efforts in the face of current challenges,
– Reform is necessary, secondly, to unify our ranks and strengthen them further in defense of our common interests and central causes,
– Reform is necessary, finally, to rehabilitate joint Arab action, restore the tranquility of the Arab world, and enable it to regain its position as an influential actor on the international stage.
