Algiers, Algeria | December 17th, 2024 — In a strategic move to meet the growing demand for affordable housing, Algeria is set to launch its third major public housing program, AADL3, with a staggering target of nearly 1.4 million new dwellings. The announcement was made by the Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, during his visit to an exhibition dedicated to Arab housing and urban organizations on the sidelines of the Arab Habitat Congress in Algiers on Tuesday.
This ambitious program follows the success of its predecessors, AADL1 and AADL2, which together accounted for the construction of over 600,000 housing units. “After the AADL1 program, which saw the construction of 55,000 units, and the AADL2 program with its 560,000 units, we are now preparing to launch a program for nearly 1.4 million units within this proven and successful framework,” Minister Belaribi stated.
The AADL3 program will provide a significant solution to Algeria’s housing needs, expanding access to homeownership and rental options for a large portion of the population. The registration process for AADL3 began on July 5, 2024, through a dedicated online platform designed to streamline the application process.
Minister Belaribi further highlighted that the National Agency for Housing Improvement and Development (AADL) has now become the largest real estate developer in the Mediterranean region, owing to the scale and breadth of its ongoing public housing projects. This distinction underscores Algeria’s strategic approach to addressing its housing challenges while stimulating the local economy.
One of the key focuses of the program is Algeria’s commitment to sustainable construction. Reflecting on President Abdelmadjid Tebboune’s 2024 decision to ban the importation of construction materials, Belaribi emphasized that all construction materials used in the country are now locally produced. This move supports the national drive for economic self-sufficiency and sustainable development, promoting the use of domestically manufactured materials while reducing reliance on imports.
In addition to advancing local production, the government has initiated policies aimed at protecting Algeria’s natural resources, especially timber. “To preserve our forest resources, the sector is turning to industrial materials such as plastic, and we are committed to promoting their use across all construction operations,” explained the minister. He also noted that foreign companies involved in housing projects will now be required to establish small-scale production workshops to manufacture PVC plastics, ensuring that the materials used in construction are sourced locally.
This multi-pronged strategy not only aims to accelerate the delivery of housing units but also positions Algeria at the forefront of sustainable development in the region. By focusing on local production, reducing imports, and ensuring the sustainability of construction practices, the AADL3 program is a cornerstone of the country’s broader efforts to boost infrastructure, create jobs, and improve living conditions for its citizens.
